Procurement Engineer

Company Description The Ghana Health Service (GHS) is a public service body established under Act 525 of 1996, in line with the 1992 Constitution of the Republic of Ghana. It operates as an autonomous Executive Agency responsible for implementing national health policies under the oversight of the Minister for Health and the Ghana Health Service Council. GHS was created as part of broad health sector reforms to build an equitable, efficient, accessible, and responsive healthcare system across the country.

Its mandate is to provide and prudently manage comprehensive and accessible health services, with a strong focus on primary health care at regional, district, and sub-district levels. Role Description The Owner role at Ghana Health Service in Ho Municipal District is a full-time, on-site leadership position responsible for overseeing strategic direction, resource stewardship, and operational effectiveness within the designated area. The role involves setting priorities aligned with national health policies, ensuring equitable access to primary health care services, and strengthening systems for accountability and performance. Daily responsibilities include supervising senior managers, reviewing service delivery outcomes, guiding budgeting and resource allocation, and engaging with regional and district stakeholders to maintain clear lines of responsibility and control.

The Owner will also lead initiatives to improve quality of care, support decentralization efforts, and coordinate with community leaders, partner organizations, and government bodies to address local health needs. This position requires hands-on involvement in monitoring compliance with regulations, supporting continuous improvement, and representing the Service’s interests within the Ho Municipal District.

Qualifications

• Demonstrated leadership and governance experience in public health, healthcare administration, or a related sector, with proven ability to manage complex organizations and scarce resources.
• Strong strategic planning, policy implementation, and organizational development skills, particularly in decentralized or district-level health systems.
• Excellent stakeholder engagement and communication abilities, including working effectively with government agencies, community leaders, healthcare professionals, and partner organizations.
• Robust financial management and accountability skills, including budgeting, resource allocation, and performance monitoring in line with public sector standards.
• Advanced understanding of primary health care principles, health equity, and systems strengthening within a national or regional health framework.
• Ability to make data-informed decisions, interpret health indicators, and drive continuous improvement in service delivery and outcomes.
• Bachelor’s degree in Public Health, Health Administration, Management, or a related field; a master’s degree or equivalent professional qualification is highly beneficial.
• Experience working within or alongside government health services or large public sector organizations in Ghana or similar contexts is an advantage.
