Robin Kumar Biswas

Currently, I am working as an Additional Chief Engineer (Civil) River Management at the Bangladesh Water Development Board under the Ministry of Water Resources, Government of Bangladesh.

With over 23 years of professional experience integrating academic, research, and engineering practice, I specialize in sustainable water and infrastructure systems, combining advanced hydrologic, hydraulic, and sediment transport modelling with evidence-based approaches to flood, river, and disaster management. As Project Director at the Bangladesh Water Development Board, I have led more than 20 multidisciplinary projects funded by development partners and the Government of Bangladesh, focusing on Integrated Water Resources Management, river basin and participatory water management, and climate-resilient infrastructure planning. My interdisciplinary research spans fluvial hydraulics, sediment dynamics, hydrodynamic and hydrologic modelling, erosion forecasting, optimization-based flood risk assessment, and the application of remote sensing and machine learning in water management. I collaborate extensively with leading global institutions (e.g., NASA, ICHARM, BUET, WUR, IHE-Delft) to advance model-based and community-engaged approaches to river and basin management. Alongside my professional role, I teach postgraduate courses at MIST, supervise MSc and PhD research at BUET, deliver guest lectures, and mentor students in advanced numerical modelling. I also contribute to national policy formulation—including the Bangladesh Delta Plan 2100, National Adaptation Plan, and SDG 6.5.1 implementation—and engage with development partners such as the World Bank, ADB, JICA, and UNDP on strategic water sector planning, innovation, and institutional strengthening.
