Job Description Reporting to the Director, Architectural Services, the Development Manager will lead and manage the progression of new long-term care home development projects through the pre-construction delivery life cycle - from early planning and due diligence, through design, entitlements, and contract document production, with the goal of achieving construction readiness and cost certainty prior to construction start. is part of a team working on planning, development and design, and implementation of building projects.

Manager, you This position is ideal for a driven professional who thrives on momentum: someone detail-oriented, articulate, adept at building consensus among diverse stakeholders (from consultants to city officials and community representatives), and committed to pushing projects across the finish line without losing sight of timelines, budgets, or project viability. This position will be based at our Head Office in Markham, Ontario. Extendicare offers a hybrid working environment.

Key responsibilities include: Spearhead municipal approval processes, guiding Official Plan Amendments (OPA), Zoning By-law Amendments (ZBA), Site Plan Control applications, Committee of Adjustment matters, and ancillary submissions from pre-consultation to final clearance Direct and integrate the work of consultant teams – including planners, architects, civil/structural engineers, traffic/parking specialists, environmental experts, heritage advisors, and cost estimators – ensuring cohesive deliverables and alignment with project goals Build, track, and update comprehensive project timelines, budgets, milestone trackers, and variance reports to maintain visibility from early acquisition through to groundbreaking Serve as the primary interface with municipal planning staff, reviewing agencies, councillors, local residents, and advocacy groups to build support, address concerns, and secure timely approvals Support site acquisition due diligence and financial feasibility analysis' Guide design evolution from initial concepts to detailed construction-ready contract documents, balancing regulatory compliance, constructability, and cost control; facilitate value engineering throughout each design phase Lead consultant and construction manager RFP's Partner and coordinate closely with internal groups (acquisitions, construction, finance, legal, asset management) Proactively surface potential risks, develop mitigation plans and maintain forward progress to safeguard project viability What we’re looking for: Solid background in real estate development, particularly in planning approvals, entitlements, and pre-construction delivery Demonstrated experience leading projects through development approvals / entitlements to a shovel-ready state In-depth knowledge of Ontario land use planning frameworks and municipal processes for residential/mixed-use/health care developments Strong consultant coordination and project management capabilities Exceptional organizational skills, with the capacity to juggle priorities and concurrent initiatives effectively Polished communication and relationship-building skills to navigate complex stakeholder environments with confidence and diplomacy Proactive, results-focused attitude with a strong sense of ownership and initiative Minimum 5 years of progressive experience in a relevant field is mandatory What Extendicare has to offer: At Extendicare, we believe that working as a team creates an environment that allows us to reach our potential.
