Albert Kihangire

Professional Statistician and experienced Monitoring and Evaluation (M&E) Specialist. Albert is a Canadian citizen of Ugandan nationality. He possesses a proven record of achievement in Applied Statistics; Development and management of M&E systems; Executing research studies based on sound methodologies, and Data Management, founded on broad based hands on experience gained in a span of nearly 14 years.

This experience has majorly been with international development agencies implementing projects funded by United States Agency for International Development (USAID), UK Department for International Development (DFID), Danish International Development Agency (DANIDA) and Irish AID working in collaboration with relevant Uganda Government agencies.

Monitoring, Evaluation and Learning (MEL) Manager - TechnoServe Uganda Office - Uganda

• Developed the Theory of Change, Logical Framework and data collection tools for the market systems development (MSD) based Horticulture Market Acceleration Program (HortiMAP), during the inception phase of the program.
• Coordinated the development of the HortiMAP Management Information System, using CommCare mobile application system, to collect data from targeted farmers and businesses

• Developed the Theory of Change, Logical Framework and data collection tools for the MasterCard Foundation funded and NSSF implemented youth entrepreneurship project that focused on agreebusinesses in its initial year.
• Conducted baseline and mid-term evaluations for the NSSF funded pilot project with the small and medium enterprises (SMEs) that were seed funded.

Monitoring and Results Management Assistant - Palladium Group - Kampala, Uganda

• Participated in the development of Intervention plans, based on Inclusive marketing or M4P (making markets work for the poor) approach for the Palladium Group NUTEC MD (Northern Uganda transforming the Economy through Climate Smart Agribusiness - Market Development) supported private sector agribusinesses and small holder farming households in Northern Uganda, including refugee settlements (Bidibidi, Palorinya, Imvepi, Rhino Camp and Palabek settlements.
• Took lead in conducting annual impact assessments/evaluations for project interventions. Development of External evaluators ToRs where possible as well as development of research designs and methodologies was done for each evaluation.
• Took lead in field collection and compilation of agricultural as well as food security and nutrition statistical data at output, outcome and impact indicator levels, for selected project interventions.
• Developed M&E results frameworks, including theories of change for the different NUTEC MD supported agribusiness and other small holder farmer agricultural interventions.
• Developed, reviewed and updated data collection and reporting tools for Palladium NUTEC MD Intervention teams and supported businesses to use.
• Managed and supported several research studies informing the project's interventions right from developing the Requests for proposals, to proposal review, to consultant selection right up to supervising the whole study process.
• Along with the OMNITECH, helped manage the NUTEC MD management information system (MIS)

Database Support Specialist - Chemonics International - Kampala, Uganda

• Provided on-going, off-site and on-site M&E technical assistance to (Civil Society Fund's) CSF's subgrantees M&E Personnel. Several of the sub-grantees implemented interventions for orphans and other vulnerable children's' households care as well as HIV and AIDS prevention and care projects.
• Conducted M&E Support supervision and Data Quality Assessment (DQA) exercises, including development of field tools and coordinated the writing of the consolidated supervision and DQA activity reports
• Participated in training project staff of CSF funded organizations in basic M&E as well as Data Management. The percentage of sub-grantees showing increased capacity to collect, analyse, report and use data increased form 46% to 57%, by 2014
• Managed the CSF database by offering support to CSF sub-grantees in web based data entry as well as addressing other database queries. Instrumental in ensuring that usage of this system by sub-grantees grew from 21% in 2010 to 100% to-date, by promoting various forms of accessibility to the database. Was responsible for North and North Eastern Uganda sub-grantees as their M&E focal point person. The capacity of these organizations in M&E as well as their set up M&E systems improved tremendously
• Reviewed CSF sub-grantees submitted reports and provided feedback to the former. Gradually, the quality of sub-grantees quarterly technical reports have improved. Several of the sub-grantees implemented projects intervening in care for orphans and vulnerable children with food security and nutrition among the core program areas.
• Supported the review and updating of standard data collection and reporting tools for sub-grantees to use
• Participated in and supported the review and update of CSF's Performance Monitoring Plan (PMP) including filling in the PMP indicator table on a quarterly basis
