Determinants of Local Government Pension Funding: The Case of Illinois Police Pensions

Intro

Summarized the more recent studies of pension funding level and return to research on pension funding in the 1980s and 1990s, which looked at the interdependence among pension benefits, funding of pension plan, wages rates and employment using a simultaneous equation model.

Results

• For every 1% increase in pension benefit, a 0.046% decrease in the funding rate.
• The indirect impact of the pension variable on the wage rate through the funding rate is -0.04%
• There is no significant relationship between police employment and municipal contributions across the sample.
