Mariana Balaban

Mariana is a Professional Engineer with Professional Engineers of Ontario and holds a Ph.D. in Civil Engineering, Wastewater Treatment and Collection. In 2011, she joined the public sector taking on challenging water and wastewater projects. Mariana has also worked for over 20 years with multinational corporations in Europe and Canada, where she managed complex project planning, financing and municipal delivery teams. In her spare time, she enjoys cooking, gardening, and travelling.

2. Leadership and business administration - Ability to listen, understand, respond,lead, adapt, and think conceptually and holistically. Ability to operate as a fully accountable program leader, deliver complex projects, thrive in an environment with high expectations and competing deadlines.
3. Extensive experience (over 20 years) in project management from inception to implementation, including planning, design, resource allocation, claims management, budget preparation, scheduling and task management in multi-year projects of municipal infrastructure.
4. Extensive experience (over 20 years) in the preparation of contract documents, request for proposals, preparation of tenders for construction projects, technical reports, reports to Council or external agencies or third parties.
5. Supervisory and management experience with direct staff reports in the area of engineering design and construction of municipal infrastructure in both public (4 years with York Region) and private sectors (9 years) as senior project manager, QA/QC Manager, bid manager and technical director.
6. Leadership experience in managing, motivating, and leading a diverse workforce and engaging staff in the area of design and construction of municipal infrastructure.
7. Experience with financial reporting processes including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports;and reporting on key performance indicators.
8. Ability to interact and communicate effectively with all stakeholders and proven success in achieving results in a unionized and non-unionized environment.

• Developing and managing the Inter-Urban Water Supply Program delivery from initial planning concept to construction completion ($450M capital plan)
• Supervising the delivery of major water and wastewater infrastructure projects including Port Dover WTP, Port Dover WWTP, Simcoe WWTP and Port Rowan WTP ($160M capital plan)
• Supporting and Monitoring Budgeting, Financial Status, Reporting to Council, Funding Opportunities
• Leading and Mentoring Project Delivery Staff
• Providing Technical Expertise required for Decision-Making within the Environmental Infrastructure and Services Division (operations and Engineering) and Community Planning (Development and Engineering Review)
