Document Controller Work Location: Project Sites Department: Construction Department / Project Management Department Reports To: Project Director Job Responsibilities Overall responsibility for the management of engineering documents and archives for the entire life cycle of the company's photovoltaic and wind power projects (development, construction, completion acceptance, operation handover). Ensure that all technical, quality, contract, and compliance documents for the project are collected, organized, archived, and stored in a timely, accurate, systematic, and secure manner, meeting the needs of project progress, internal control, external audits, and asset transactions, and ensuring that the project archives successfully pass all special acceptance inspections (such as archives, environmental protection, water conservation, grid connection, etc.). Main Responsibilities and Tasks 1.
Responsible for establishing and maintaining a standardized and standardized document management system and classification coding rules applicable to new energy projects.
- Prepare and implement the 'Engineering Archive Management Implementation Rules' for the project, clearly defining the document submission scope, format, time limit, and quality standards for each participating unit (design, supervision, construction, equipment supplier).
- Manage project documents through a digital management platform. 4.
During the preliminary and design stages: Collect and manage all compliance documents from the early stage (project approval, land use, environmental impact assessment, water conservation, grid connection approval), as well as all design documents and drawings (initial design, construction drawings, design changes, etc.).
- Supervise and receive daily engineering documents submitted by each participating unit (construction organization design, submission and inspection materials, material and equipment qualification certificates, test reports, meeting minutes, supervision logs/monthly reports, progress payment applications, etc.).
- Strictly implement document receipt registration and circulation tracking to ensure the validity and proper circulation of document versions.
- Special archiving of images and signed documents for key links such as concealed works acceptance, unit project acceptance, and quality supervision.
- Lead the preparation of project completion archives, organizing, filing, cataloging, and binding in accordance with national, industry, and power grid company completion document compilation norms.
- Coordinate and handle project archive special acceptance inspections to ensure a one-time successful pass.
- Responsible for the complete and systematic transfer of project archives to the company's archives room, production operation department, and relevant departments.
- Ensure the completeness and authenticity of project archives, ready to support government regulatory inspections, grid connection acceptance, special acceptance inspections (environmental protection, water conservation, fire protection, safety facilities).
- Provide efficient and accurate document query and access services for project internal audits, completion settlement audits, and third-party due diligence.
- Responsible for the daily borrowing, copying, confidentiality, and security management of documents (including paper and electronic archives).
- Provide training and guidance on archive management standards, processes, and system operations to internal project department personnel and participating unit personnel.
- Regularly check the status of project documents, identify problems, and promptly urge for rectification.
Qualification
Requirements 1.
Education and Major: Bachelor's degree or above, majoring in archives, information science, engineering management, civil engineering, electrical engineering, power system and automation, etc. 2.
Industry Experience: 5 years or more of project archive management experience, with at least 1 complete process of project document management from start to completion of archives handover for a large-scale centralized photovoltaic or wind power project.
Knowledge and Skills: Proficient in national and industry project archive management norms (such as 'Electric Power Engineering Completion Drawing File Compilation Regulations', 'Project Archives Management Specifications' DA/T28, etc.) and specific requirements of local archives authorities.
- Proficient in Office software, proficient in at least one professional document management or archive information system.
- Familiar with the basic process and key node documents of new energy project development and construction.
- Able to independently write, review, and archive professional engineering English documents, with accurate and professional writing.
Priority
Conditions 1. Those with experience in compiling and submitting completion documents for power grid companies, and who are familiar with the requirements of grid connection acceptance documents, will be given priority.
- Those holding professional technical qualifications in archives (such as assistant librarian, librarian, etc.) or related certifications such as PMP will be given priority.
- Those who are familiar with BIM model delivery standards and the trend of digital archive management will be given priority.
