I have 15 years of experience as financial and control manager at Médecins Sans Frontières, the ECB, the Worldbank, Meteosat and MFO-peacekeeping. I am looking for my next mission.

I optimize and manage the resources required to implement operational decisions. As a member of the coordination team, I visit all projects to verify the fit between human and financial resources and program activities.
I ensure compliance with regulatory requirements, effective organisation of resources.
I monitor the use of financial resources, I propose initial budgets and revisions.
I adapt procedures for money management and accounting monthly closures to the country, to ensure security of cash, transparency, and compliance with both MSF procedures and local laws.
I manage the finance team.
I consolidate and implement budgets in collaboration with the other coordinators and analyse and communicate general and specific monthly budget tracking and forecasts to the coordination team.

Dec.2017 to Dec.2022: MFO Multinational Force & Observers (Peacekeeping Operation in Sinai) Chief Financial Officer El Gorah, Egypt, / Rome
Chief of budget, controlling, and accounting: annual budgets and 5-year plans (monthly forecast, quarterly variance analysis, management of a 3-currencies treasury, investment portfolios).
We use US-GAAP standards, and SAP FI/CO/MM ERP.
Achievements: ■ Reduction of variances from 14% to 5% in 4 years thanks to better initial budgeting and frequent action-targeted financial information. ■ Reduction of the annual budget from $84M to $75M as a result of 4 years of efforts to control expenses, identify priorities.
■ Creation of a monthly forecast to better inform the DG about spend trends. Creation of the 5-year plan, greatly increasing the stakeholders confidence in our mastery of cost-control.
■ Unqualified auditor opinion (E&Y and Crowe) for 3 years, including unqualified COSO opinion on controlling. ■ Improvement of controls thanks to a single point-of-entry of invoices. Permanent efficiency and simplification efforts through 55 improvement projects (cleaning procedures, simpler charters of GLs and cost-centres, clarifying responsibilities statements etc.). ■ New investment policy to generate significant returns on our treasury, through a delegation to an investment manager (bank).
I supervise 15 accountants and controllers.
