Working on programme budgets for International Research and Innovation Directorate (IRID) and Space Directorate, both part of the Science and Innovation Group. Responsible for Performance Management issues relating to a number of BEIS funded Partner Organisations and Arm's Length Bodies i.e UK Space Agency (UKSA), UK Atomic Energy Authority (UKAEA), the Met Office, European Centre for Medium-range Weather Forecasts (ECMWF), National Physical Laboratory (NPL), Intellectual Property Office (IPO), Copyright Tribunal, National Endowment for Science Technology and the Arts (NESTA), UKAEA Pensions Scheme, Homes England/HCA, Government Office for Science and core IRID and Space Directorate programmes.
- Provided support with Business Planning – agreeing the annual budget and uploading on EPM (budget monitoring tool). Inter and intra-budget transfers on EPM during the year and at Supplementary Estimates (Autumn) reflecting Executive Committee re-prioritisation decisions.
- Commissioned monthly and quarterly financial forecasts and challenged returns ensuring robustness and financial strategy compliance with strategic objectives.
- Processed monthly accruals, accrued income, prepayment and misposting journals. Produced and submitted forecast adjustments to EPM numbers to ensure robustness of the forecast position.
- Attended monthly meetings with Budget-holders to challenge and understand the forecast position and identify the degree of risks associated with achieving it.
- Produced core Directorates and UKAEA Dashboards monthly (using pivot tables and SUMIFS formulae), detailing performance of forecasts against budgets. Analysed reasons for significant variances and produced Management Accountants' Briefing Packs incorporating commentary on variances for perusal at Senior Management Team (SMT) Meetings. This aided effective Senior Management decision-making on optimal re-prioritisation of financial resources to achieve strategic outcomes and Value for Money.
- Updated the UKSA and UKAEA Risks and Opportunities Registers and Issues Logs. Provided advice to the Senior Leadership Team on the mitigation of risks and exploitation of opportunities.
- Uploaded forecasts monthly on EPM.
- Commissioned the Main and Supplementary Estimates and challenged and quality assured the returns for robustness so the correct budget allocations could be made by HM Treasury.
- Liaised with Central Finance to create new programme codes and analysis codes.
- At the beginning of the Financial Year, analysed the delegated budgeted numbers for the entities and provided breakdown by account string and Colour of Money, in keeping with Budgetary Control Totals.
- Monthly Cash Forecasting duties for IRID, UK Space Agency, UK Atomic Energy Authority and UKAEA Pension Scheme, ensuring the entities have enough funds to manage their Operations.
- Responsibility for the year end accounts closing process - obtaining supporting evidence of material Accruals and postings on the Oracle system in support of external auditing by the National Audit Office (NAO).
- Re-charges work - Paying OFCOM Spectrum Fees on a quarterly basis (£7.2M per annum) and recoup from Met Office, UKAEA and STFC based on bandwidth usage. Accurately forecast OFCOM payments and receipts from the entities following the accruals concept. At year end, receipts offset expenditure and Outturn is nil.
- Processed UKAEA Pensions actuals journal.
- Processed dividend receipts, loan and interest repayments on Oracle and organised loan payments.
- Fixed Assets Management duties for National Physical Laboratory (NPL). Monthly liaison with Policy Manager to ascertain current value of assets and processing fixed asset journals to update additions and correction of errors.
- Responded to Management Accounts Working Day 6 queries on significant accounting period variances. Updated the HMT and BEIS Finance Centre Dashboards similarly with explanation of significant variances and giving mitigation advice.
- Dealt with NAO interim (Period 9 audit) and year-end queries surrounding significant transactions in the accounts and provided supporting evidence e.g. grants, Met Office dividend (£8M), loan repayments. Kept an audit trail of all material transactions for examination by the Auditors.
- Commissioned Financial Returns at the request of the Finance Centre and HM Treasury to aid strategic planning e.g. regular quarterly commissions, ad hoc commissions.
