Richard Lamine is a Master’s degree-qualified Emergency Response and Crisis Management Specialist with over 20 years of leadership experience across the Oil & Gas, healthcare, and public sectors. With a proven record in high-risk and high-stakes environments, Richard has led the design and implementation of emergency response systems for major energy infrastructure projects in Africa, the Middle East, and Central Asia.
Currently serving as the Emergency Response Lead for the East African Crude Oil Pipeline (EACOP), Richard oversees preparedness and operational resilience for a 1,443-kilometre transnational crude oil pipeline. His previous roles include Crisis & Continuity Advisor for BP's $7.8 billion GTA Hub in Mauritania and Senegal, Head of EPRR for NHS trauma hospitals during the COVID-19 pandemic, and Emergency Response Supervisor on Chevron’s $34.7 billion FGP project in Kazakhstan.
A British national and former UK Fire Service Emergency Planning Manager and British Army veteran, Richard brings deep operational insight to risk mitigation, incident command (ICS 100–400), oil spill response (IMO Level 1 & 2), and cross-border emergency coordination. He is a certified member of several global institutions, including the UK Emergency Planning Society and the International Association of Emergency Managers.
