- Performance management of voluntary sector grant funding
- Undertake monitoring visits to funded voluntary sector organisations. To collate and present performance data from monitoring processes on a quarterly, six-monthly and annual basis.
- Evaluate and report on the effectiveness of funding arrangements and to use the knowledge gained to inform grants policies and funding practices across the Council.
- Produce briefings with recommendations on the state of organisational health in VCS organisations funded by the Council.
- Identify good and bad practice in local VCS organisations and support them to improve performance and governance.
- Support the Head of VCS & Community Partnerships, other relevant heads of service and Directors across the council to inform the Council's overall approach towards the local voluntary sector, which will lead to a more independent and sustainable sector.
- Maintain an overview of Council expenditure with the VCS, including contracts, grants, subsidised accommodation, rate/rent relief and sub-market leases.
- Keep a watching brief of the health of the VCS in the borough (not just those funded), highlighting any areas of concern that might impact on the sector's ability to deliver outcomes that improve residents' lives.
- Keep abreast of national and local agendas which affect the local voluntary sector to provide information and advice to voluntary sector organisations and individuals as necessary.
- Coordinate collaboration between a range of funders who support VCS activity in the borough and work towards bringing greater synergy between them, leading to sharing of assets (e.g., intelligence) and pooling and deploying other resources to achieve shared outcomes.
- Coordinate (including agenda setting and collation of reports) relevant partnerships and key groups working to support the local voluntary sector. These include VCS coordination groups and partnership forums, cross-sector groups (e.g., public, private and VCS) and other relevant groups or fora.
- To lead, on behalf of the relevant partnerships and groups, any appropriate communication activities including project managing events, developing and maintaining digital content, writing briefings and maintaining co-owned/jointed created documents.
- Work alongside corporate property and other relevant parts of the Council to help develop policy, consult stakeholders, and deliver the Council's approach to voluntary sector occupants your council property.
- Work with VCS organisations on mutual interests, exploring new ways of working and brokering collaboration between different parts of the Council.

Programme Management: Ensure that Afghanistan Reconstruction Trust Fund (ARTF) meets all internal programme management requirements, escalating issues to the ARTF team leader and Programme Policy Lead, as necessary. Overseeing the World Bank's administration of ARTF in order to support the ARTF Team Leader and Senior Responsible Owner in ensuring that it meets the FCDO Rules, technical quality standards and operating standards expected. This will have a specific focus on Risk Management and Monitoring and Evaluation.
Organising and supporting the Annual Review e.g., writing the Terms of Reference, identifying the team to conduct the review, ensuring the review team have access to necessary documentation and stakeholders. Ensuring lessons learned from various internal and external review are recorded properly and progress captured and maintained in the system.
- Monitoring and Evaluation: Working closely with the results advisor to track and strengthen ARTF monitoring, results reporting and evaluation this included tracking, reviewing, and strengthening results reporting at a portfolio level. Engaging with and coordinating UK support to World Bank processes e.g., World Bank Scorecard Reporting; the Country Portfolio Performance Review (CPPR) and Portfolio Operational Status Review (POSR).
- Risk Management: Working with the World Bank, ARTF team leader and programme officers to ensure that risk is being appropriately managed and captured in the risk register. Tracking World Bank activities under the ARTF Anti-Corruption and Results Monitoring Action Plan sharing reporting and escalating issues, as necessary.
