As the Senior Advisor for the Chief Administrative Officer at the Electoral Supreme Court of Mexico, I provided strategic counsel and support to the Chief Administrative Officer in the development and implementation of administrative policies and procedures. My role involved identifying risks of breaches of confidentiality regulations and proposing mitigating measures for the policy-making process to ensure the security of information and prevent liabilities for data mismanagement. Additionally, I collaborated with cross-functional teams to drive the modernization and streamlining of several financial regulated services provided in Mexico, such as investment funds, stock, and derivatives markets.
In cross functional work with the Legal Department, I lead the execution of the Pemex Group subsidiaries regulations, to ensure board members of the subsidiary companies complied with cross participation prohibitions, resulting in better stock market qualifications for the group’s bonds.
In collaboration with the Chief of Administration Officer, we organized forums to recollect the concerns of the main pharmaceutical companies, extracting the most important, to improve mechanisms of logistics, delivery and payments in the tenders’ procedures, resulting in higher-than expected participation and savings around 3.5 billion pesos.
In close communication and coordination with the Market Research and Planning areas, we recollected lessons learned from important procedures and established better practices, like rotation of procurement strategies, assuring purchase prices of previous years in the Purchase of Patented Medicines in 2016, neutralizing inflation effects in favor of the organization.
As a member of the policymaker and regulatory authority, I participated in the negotiation and drafting teams of the large-scale reforms to the financial laws and regulations of Mexico in 2012, participating in open forums and engaging with legislators, that resulted in the modernization and streamlining of several financial regulated services provided in Mexico, such as investment funds, stock and derivatives markets
