Engr. Guevarra has more than forty (40) years of extensive experience in Information and Communications Technology (ICT), Radio Communications, Project Delivery, Implementation and After Sales Support. He is a recognized Level 3(Expert) Cybersecurity Professional by the Department of Information and Communications Technology.

He has extensive experience in management, responsible for Operations, Sales, Service, Project Delivery, Procedure and Policy Development, Marketing and Technical Sales, Business Development, Proposal Management, Consulting, Design and Analysis, and People Management. He is one of the pioneers in the Philippines on the use of fiber optic cabling in non-carrier environment, structured cabling, local area networking, voice processing, computer-telephony integration, short messaging and pre-paid solution. He has been performing major roles in the design and deployment of ICT infrastructure in private and public entities.

In 2007, he was on the panel of experts in the “Legislators and Experts Workshop on Cybercrime” held in Makati and organized by Commission on Information and Communications Technology (CICT) now Department of Information and Communications Technology (DICT) under the leadership of Commissioner Ray Anthony Chua III. The workshop resulted in the establishment of the Cybercrime Investigation and Coordination Center.

Aquino III presented him a Plaque of Appreciation for his contribution to the modernization of the Presidential Security Group Information and Communications System in 2013. He was a recipient Alcatel President’s Club Award presented in Havana, Cuba in 2000 for his contribution to Alcatel Enterprise Division. He passed the licensure examination for Electronics and Communications Engineer (ECE) in Feb 1985.
