• Ensure compliance by all parties with Project's HSE requirements and regulations and all relevant legislation and statutory requirements.
• Participate in Client kick-off meetings and attend weekly HSE meetings and submit required reports.
• Review, comment and approve of the project HSE deliverables such as, mobilization plan, Risk assessment and method statement, HSE plan, Traffic Management Plan, Project implementation plan, welfare adherence plan, project logistics Plan, Heat stress plan, site security plan, emergency response plan, lifting plan etc.
• Check the technical completeness, certificates and experience of contractor HSE manager and HSE engineer.
• Monitor the construction activities and make sure that these are executed as per the HSE plan and procedures.
• Conduct daily site HSE Inspection, weekly focus inspection & monthly camp inspection and oversee/ coordinate management site walk-through, and all reports prepared & submitted via Document Controller.
• Represent the project team and company for site inspections, presentations, seminars etc.
• Participate in incident control duties during major accident, emergencies or drills.
• Ensure leading and trailing HSE performance measures are developed, compiled, maintained and reported.

• Liaison with contractor, Sub-contractors, Management Team and with local authorities.
• Coordination for the necessary interface activities with Designer, ASHGHAL and all End Users (i.e. MOI-Traffic Dept., ASHGHAL etc.) Planning, management and scheduling for construction, road closure, preparation of traffic diversion plan and implementation of traffic diversion on site.
• Night time supervisions of Traffic Management Plans implementation, controlling contractor supervisors and associated Traffic team.
• Carrying out traffic studies and investigations to identify network defects in the areas of traffic operations and management.

• Supervise, evaluate and report existing work procedures and execution to uncover areas where safety may be at risk, suspend work and impose fine/penalty as necessary till corrective action implies by responsible parties.
• Review contractor's work method statements and risk assessments for approval. Ensuring no activity is carried out without an approved work method statement and risk assessment.
• Inspect facilities, machineries and safety equipment's in order to identify and correct potential hazards and to ensure safety regulation compliance.
• Conduct daily site inspection and weekly HSE management walkthrough and send the report of the findings to contractor to take immediate action
• Prepare weekly and monthly report for the client.
