Role Purpose The Program Director (City Strategy) will own the end-to-end delivery of a major smart and livable city strategy programme. This role is responsible for leading stakeholder workshops, shaping the strategic narrative, defining governance and monetisation logic, and producing board-ready outputs for senior leadership.

You will work at the centre of a multidisciplinary team (urban, infrastructure, economics, digital, and commercial), ensuring one clear story, one decision framework, and a credible roadmap from strategy through to implementation readiness.

Key Responsibilities

Lead the Phase 1 workplan, milestones, and stage gates—ensuring programme momentum and control

Facilitate senior stakeholder workshops and decision forums, driving alignment and clear outcomes

Own the integrated narrative across strategy, governance, monetisation logic, and roadmap/phasing

Master-edit and quality-control all outputs to executive standard (PowerPoint, Word, Excel)

Establish and manage decision registers, assumption logs, and input templates to ensure traceability

Act as the primary interface with the client's senior leadership and stakeholders

Coordinate specialist inputs across economics, commercial/PPP, digital platforms, and delivery readiness to ensure consistency and cohesion

Ensure outputs are practical, implementable, and aligned with wider national and institutional objectives

Candidate Requirements

12–18+ years' experience in city strategy, programme delivery, smart cities, development PMO, or large-scale transformation programmes

Proven experience supporting master developers, major urban programmes, giga-projects, or complex multi-stakeholder initiatives

Strong facilitation capability—able to lead executive workshops and convert ambiguity into structured decisions

Excellent executive writing and presentation skills, producing board-ready outputs with minimal rework

Strong programme governance and stakeholder management capability across public and private sector environments

Comfortable working at pace under bid/mobilisation timelines, with high standards of quality and accuracy

Arabic is advantageous but not essential

Tools & Working Style

Advanced PowerPoint, structured Word, and Excel modelling literacy

Familiarity with programme planning tools (MS Project / Primavera) and workshop tools (Miro/Mural) is beneficial

Strong attention to detail, with a "single story / single source of truth" mindset
