A) Strategic Roles & Responsibilities:
- 1) Studies the Contract scope, requirements, challenges, and direct & indirect cost analysis risk assessments.
- 2) Assists planning department in forecasting the strategic resource requirements of the business unit.
- 3) Assists the planning team in analyzing the resources productivity and updating the master productivity sheet of the business unit.
B) Operational:
- 1) Implementing the cost control procedures in all of the company’s projects and coordination with the project managers to ensure that the completion of construction activities complies with the budget requirements.
- 2) Assigning and distributing the workload of the department to the available cost control team, monitoring and supervising their assigned tasks.
- 3) Coordinating the preparation of claims with the contracts department, reviewing and analyzing the cost impact of claims.
- 4) Overviewing and assisting in the preparations of Variation Orders.
- 5) Leading and supervising the cost control function during the preparation of the job budget.
- 6) Ensuring that the cost control team is updating provisional cost, client billing and progress.
- 7) Contributing in the preparation of the Work Breakdown Structure (WBS) of the project.
- 8) Assisting in preparing cost analysis, unit rate build-ups and resource productivity.
- 9) Monitoring and controlling the cost aspects of all projects including projects' financial resources and expenditures.
- 10) Supporting and giving feedbacks to Estimation Department in productivity reports, lessons learnt/best practices from previous projects and construction activity cost analysis.
- 11) Attending and discussing cost control issues in internal management meetings.12) Highlighting potential over-run incidents and recommending corrective action based on the status and summary reports.
- 13) Preparing and providing project’s cost analysis highlighting cost variances, cost to complete and any unusual findings in the cost of the project to the business unit.
- 14) Analyzing Key Performance Indicators for project and provides early alarm to business unit management (e.g. excessive overtime, productivity loss, escalated prices, rework, work without instruction, material wastage, idleness of manpower and equipment, etc.).
- 15) Reviewing the Cost Control section of the Job Closeout Report prior to its issuance.
- 16) Assisting the business unit management in deciding for projects’ contingencies and includes them in the management reports.
- 17) Reviewing the Projects Navigation Report (PNR) and Quarterly Management Report (QMR) to ensure it is in line with accounts reports prior to its issuance to business unit.
- 18) Coordinating, reconciling and supporting accounts during the financial audit.
C) People Management:
- 1) Overseeing the responsibilities and duties of all staff in the Cost Control department.
- 2) Responsible for the training and development of personnel in the Cost Control department.
- 3) Ensuring development, review and improvement of the department’s process and procedure.

- 1) Reviewing the Contract Documents to become acquainted with requirements and specifications of the project.
- 2) Assisting in developing and preparing Job Budget by activity based on the Contract Documents.
- 3) Verifying Material Requisition Forms (MRF) by checking the quantities against budgeted quantities.
- 4) Assisting in investigating and validating the source and causes of over budget items.
- 5) Assisting in preparing/checking variation orders required by the Client.
