McNeese State UniversityPosition Description The purpose of this position is to serve as integral part of the department by enforcing and supervising enforcement of the City of Lauderdale Lakes Code of Ordinances, Land Development Regulations, and the Florida Building Code.
This position performs more complex skilled inspections, enforcement and supervisory work to secure compliance with federal, state and local laws, regulations and ordinances governing building, land use, minimum housing, signs, zoning, landscaping and related environmental issues.
Works under the general guidance and direction of the Development Services Director, the Chief Building Official/Deputy Fire Marshal and/or designee.
Oversees/supervises the Code Enforcement division.
Researches and obtains information regarding policies, laws, regulations, business tax receipts, engineering, landscaping, permits and building and zoning requirements.
Research ownership of various residential, commercial, industrial and parcels or properties within the City.
Identifies structures that maybe unsafe and initiates the appropriate follow-up action.Conducts reactive (complaints) and proactive (self-initiated) field and waterway inspections of residential, commercial and vacant parcels according to all state, municipal, zoning, waterways, business tax, building laws and regulations.
Participates in the full range of Code Compliance Officer duties; assists other Officers with field inspections; enforces compliance with City regulations and ordinances including those pertaining to land use matters, building, housing, health and safety, property maintenance, mobile home parks, and other matters of public concern.
Maintains accurate documentation on all assigned cases; establishes and maintains a case management system.Prepares and provides documentation and evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
Prepares a variety of written reports, memos, and correspondence related to compliance activities. Compiles and prepares written reports on investigations, maintains all inspection results, prepares correspondence and notices of violations in a computerized case management environmentOrganizes, supervises, and participates in proactive compliance sweeps of targeted areas to identify and evaluate problem areas and/or ordinance violations; conducts property inspections; determines proper method to resolve violations.
Attends meetings and serves as a resource to other City departments, divisions, the general public, community groups, and outside agencies related to assigned area; works cooperatively with other departments regarding issues related to assigned area; works cooperatively with local, state, and federal agencies including social services agencies to provide resources and compliance to the community; interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
Responds to citizen complaints by phone, through the mail, and in person regarding compliance procedures, ordinances, and staff.
Assists in the collection of fines assessed via citations.
Posts and mails hearing and violation noticesAttends and participates in professional group meetings; maintains awareness of new trends and developments in the field of code compliance; incorporates new developments as appropriate into programs.
Plans, prioritizes, assigns, supervises, reviews, evaluates, and participates in the work of staff responsible for the implementation of the City's code compliance program including monitoring and enforcing a variety of applicable ordinances, codes, and regulations; performs the most complex work of the unit including the more sensitive cases; handles special projects as assigned; oversees the day-to-day operations of the unit.
Develop written policies and procedures for Code Compliance staff.Establishes schedules and methods for providing code compliance services; identifies resource needs; reviews the needs with appropriate management staff; allocates resources accordingly.
Participates in the selection of code compliance staff; provides or coordinates staff training in areas of work including proper code inspection and investigation methods, procedures, and techniques.
Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures; evaluates employee performance; meets with employees to discuss evaluations and correct deficiencies; implements discipline procedures.
Prepares and provides training for new and current employees.
Attends internal and external meetings and trainings.
May be required to work nights and weekends and holidays as necessary to perform assigned responsibilities.
Performs related work as required.
Required Knowledge, Skills And Abilities
Knowledge of personal computers including spreadsheets, access, Power Point, word.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to work quickly and accurately to meet deadlines, and to handle multiple tasks as needed.
Ability to research and analyze data and present in graphic form.
Ability to establish and maintain effective working relationships with associates, other City employees and the general public.
Bachelor's degree in criminal justice, planning, public administration, law enforcement, construction management, or related field and a minimum of three (3) years of extensive working experience in the field of code compliance and administration; preferably in a public sector environment or Associates degree in and a minimum of five (5) years of extensive working experience in the field of code compliance and administration; preferably in a public sector environment.
Equivalent combination of education, certification, training, and/or experience may be considered.
Must possess at least two (2) years of supervisor experience
Must possess FACE Certifications Levels I, II, III, and IV
Must possess a valid State of Florida Driver's License.

This position performs work where the employee is frequently required to walk, talk or hear, use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms, or sustained keyboard operations.
The employee is occasionally required to sit. The employee must occasionally lift and/or move up to 50 lbs. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually loud.
Essential functions are performed with minimal exposure to adverse environmental conditions.
