HTC Global Services is seeking a

• *System Software Programmer**

to support the modernization of critical financial and administrative systems. This role is ideal for a hands-on developer who enjoys building modern web applications, strengthening backend integrations, improving deployment processes, and helping move legacy systems to more scalable and reliable platforms.

You will work across front-end development, backend services, SQL, and DevOps to design, build, enhance, and support enterprise applications that are essential to day-to-day business operations. • *What You’ll Do
• *Application Development & System Support
• Design, develop, enhance, and maintain financial and administrative applications using Angular, TypeScript, JavaScript, HTML, and CSS
• Build and support RESTful APIs and backend services using ASP.NET Core
• Develop reliable integrations between applications and enterprise systems
• Analyze current system architecture, dependencies, and integration points to identify modernization opportunities
• Refactor legacy components and implement secure, scalable, and maintainable code
• Support all phases of the software development lifecycle, including design, development, integration, deployment, and production support
• *DevOps, Testing & Deployment
• Develop and maintain CI/CD pipelines to automate builds, testing, and deployments
• Troubleshoot issues across development, test, and deployment environments
• Perform unit, integration, regression, manual, and automated testing
• Support production releases and collaborate with infrastructure teams to ensure secure and stable deployments
• Participate in upgrades, code refactoring, patching, and modernization initiatives
• *Database, Reporting & Integration Support
• Design and maintain solutions using Microsoft SQL Server 2022 or later
• Support database design, data modeling, stored procedures, and performance tuning
• Troubleshoot SQL and data issues to improve performance and reliability
• Support reporting and analytics needs by building or optimizing components that feed Power BI or similar tools
• Ensure data accuracy, integrity, and consistency across financial, HR, and administrative systems
• *Documentation, Collaboration & Continuous Improvement
• Create and maintain technical documentation, including architecture diagrams, API documentation, integration details, and deployment guides
• Participate in code reviews, technical design discussions, sprint planning, and Agile team activities
• Collaborate closely with HR, Finance, IT, and infrastructure teams to translate technical and business requirements into effective solutions
• Contribute to development standards, DevOps best practices, and knowledge sharing across the team
• Support a collaborative, solution-focused environment that promotes quality, reliability, and modernization
• *Security & Compliance
• Follow secure coding standards and agency development practices
• Help ensure solutions align with information security, privacy, and compliance requirements, including relevant state and federal regulations
• Support adherence to agency policies related to data protection, confidentiality, and risk management
• *Required Qualifications
• 3+ years of experience developing modern web applications using Angular, TypeScript, JavaScript, HTML, and CSS
• 3+ years of experience integrating front-end applications with RESTful APIs and backend services
• 3+ years of experience developing backend services using ASP.NET Core
• 3+ years of experience with Microsoft SQL Server 2022 or later, including database design, data modeling, stored procedures, performance tuning, and SQL troubleshooting
• 3+ years of experience with DevOps practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting
• 5+ years of experience applying software engineering principles, SDLC, secure coding standards, and system testing practices
• 3+ years of experience creating technical documentation such as system architecture, API specifications, and deployment guides
• Familiarity with data privacy, security, and regulatory compliance relevant to government or highly regulated environments
• Bachelor’s or Master’s degree in a relevant field, or equivalent work experience
• *Preferred Qualifications
• Experience with security and compliance frameworks such as NIST, HIPAA, or CJIS
• Experience supporting IT development and implementation projects
• Experience with Power BI or supporting reporting and analytics pipelines
• Familiarity with cloud or infrastructure technologies such as Azure
• Experience with SharePoint or other collaboration/content management platforms
