E-Logic is seeking a highly experienced Program Manager (Key Personnel) to lead delivery of enterprise-level Program Management Office (PMO) support services for the Department of Health and Human Services (HHS) Enterprise Infrastructure Solutions (EIS) program.

This role will oversee end-to-end program execution, including contract administration, operational oversight, stakeholder coordination, and transition planning for next-generation network infrastructure initiatives.

The Program

Manager will serve as the primary interface with the Government Contracting Officer's Representative (COR) and ensure successful execution of all contractual requirements. This position is critical to ensuring effective governance, performance management, and lifecycle oversight of IT network and telecommunications services across HHS.
  • *Key Responsibilities
  • Lead overall execution of EIS PMO support services across all functional areas
  • Provide strategic direction, planning, and coordination across program operations
  • Serve as the primary liaison between E-Logic and Government stakeholders (COR, OpDivs, StaffDivs)
  • Ensure alignment with program objectives, timelines, and contractual requirements
  • Oversee development of program plans, schedules, and work breakdown structures
  • Manage cross-functional teams delivering:
  • Operational Management
  • Contract Administration
  • Technical Support
  • Governance & Reporting
  • Monitor performance metrics, risks, and dependencies across the program
  • Lead executive reporting, briefings, and stakeholder communications
  • Ensure proper administration of EIS task orders and contract modifications
  • Support pricing validation, funding analysis, and cost recovery activities
  • Oversee billing validation, SLA compliance, and performance tracking
  • Maintain governance structures including:
  • Risk registry
  • Issue tracking
  • Program reviews
  • Direct support for:
  • Budget planning and forecasting
  • SOP development and process improvement
  • Helpdesk and service management operations
  • Ensure accurate reporting of program status, deliverables, and KPIs
  • Lead planning and preparation for transition to Next Generation Network Infrastructure (NGNI)
  • Coordinate inventory tracking, acquisition strategy support, and stakeholder alignment
  • Provide forward-looking program analysis and transition planning
  • Oversee development and implementation of automated tools for:
  • Billing validation
  • SLA monitoring
  • Inventory management
  • Drive process improvements and operational efficiencies through automation
  • *Required Qualifications
  • Bachelor's degree in Information Technology, Business, Engineering, or related field
  • Master's degree preferred
  • 10+ years of experience in program/project management supporting federal IT programs
  • Demonstrated experience managing large-scale IT infrastructure or telecommunications programs
  • Strong experience supporting federal PMOs, contract administration, and acquisition processes
  • Experience working with GSA contract vehicles (e.g., EIS, MAS) highly preferred
  • *Certifications (Preferred)**
  • PMP (Project Management Professional)
  • ITIL, SAFe, or Agile certifications
  • FAC-P/PM or equivalent federal certification (preferred)
