MATSYSReports to: Director of Technical Operations
MATSYS, Inc. is seeking a Program Manager to join its team of high-performing scientists, engineers, and technicians at its Sterling, VA facility. The successful candidate will oversee complex commercial and government-funded programs related to the research, development, prototyping, and manufacturing of advanced warhead systems. This role requires extensive knowledge of warhead design, warhead system components, supply chain management, and production processes.
Explosives knowledge, Initiation system experience and warhead test & evaluation experience is also desired. The ideal candidate will have a strong technical background, project management expertise, and a proven ability to navigate the complexities of warhead system development logistics and regulations. This role requires leadership in program management, ensuring compliance with government requirements & qualification policies while delivering innovative solutions in a rapidly evolving field.
Manager will be responsible for delivering on short-term operational goals and long-term development objectives directly related to our portfolio along with being a subject matter expert in warhead development and fielding. Manages the lifecycle of programs from proposal development through execution and delivery
Serves as the primary operational point of contact with clients, sponsors, and stakeholders
Prepares and administers program budgets, business plans, and metrics
Supports contract negotiations, modifications, and subcontracts in collaboration with procurement, business development, and compliance teams
Manages project portfolios, ensuring effective resource allocation
Leads development of new warhead concepts from initial design, T&E to production
Plans, coordinates, and directly manages projects
Provides technical and logistical support to the customer
Collaborates with engineering to define project objectives, milestones, and deliverables
Actively executes, monitors, tracks, and manages project tasks, risks, timelines, budgets, attainment of established milestones, and overall project quality
Oversees all activities for warhead production and final assembly
Advises project teams on risk assessment and remediation
Business Development and Market Alignment
Identifies and pursues new R&D opportunities aligned with the company’s capabilities and strategic goals
Supports new collaborations and establishes MATSYS' thought leadership by presenting technical papers and/or networking at industry events and conferences
Supports Business Development through engineering and business development strategies to meet company goals and growth targets
Develops and writes proposals, including technical approaches, management plans, and cost estimates including efforts to commercialize new products and technology Other duties as assigned. Required
Ability to obtain and maintain a U.S. government security clearance
Bachelor’s degree in Mechanical Engineering, Chemical Engineering, Materials Science/Engineering, or a closely related engineering or scientific field (chemistry, materials science, etc.)
8+ years of experience in progressively responsible (related) engineering/science roles
5+ years of experience supporting the government contracting environment, including related compliance regulations
Experience developing and applying new technologies and generating intellectual property through research and development
Demonstrated ability to present work clearly and effectively in written and oral form, in both internal and peer-reviewed environments
Proven ability to build and maintain lasting customer relationships, partnerships, and external stakeholder networks The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance
Department of Defense warhead development and/or manufacturing experience in a contractor or Government oversight role (preferred)
Advanced knowledge of all warhead components and their supply chains, including fuses, ESADs, detonators, explosives and hardware
Combination of office and on-site work in production and R&D environments
