What You'll Do

  • Oversee all OSP construction activities including permitting, trenching, conduit and vault installation, fiber placement, splicing/testing, and restoration.
  • Coordinate and manage subcontractor performance and field resource deployment to meet project schedules.
  • Ensure all OSP work is performed safely, on time, within budget, and meets E2 and client quality standards.
  • Provide leadership and support to Project Managers and Field Supervisors in planning, scheduling, and executing OSP work.
  • Serve as the point of escalation for OSP-related client issues, schedule delays, and field challenges.
  • Review and approve OSP-related forecasts, change orders, and progress reports.
  • Support the Program Manager in client communication, reporting, and strategic planning for OSP program delivery.
  • Develop evaluation methods and KPIs to track OSP operational efficiency and performance improvement.
  • Lead progress meetings with clients, contractors, and internal teams to align on deliverables and milestones
  • Travel: This position will require 30-40% travel, as determined by E2 Optics and/or the customer(s).

What We Are Looking For

  • Bachelor's degree required.

    Construction

    Management, Civil Engineering, or related field preferred.

  • Relevant work experience may be considered in lieu of degree.
  • PMP certification preferred.
  • OSHA 10 required. OSHA 30 preferred.
  • BICSI Technician or equivalent fiber certification preferred.
  • Familiarity with permitting, DOT, and utility construction standards preferred.
  • 7+ years of telecommunications, OSP construction, or fiber network management experience.
  • 10+ years of construction industry experience with strong knowledge of OSP design, trenching, conduit, vaults, and fiber placement.
  • Demonstrated leadership in managing large-scale OSP or telecom infrastructure programs.
  • Experience with program management, scheduling, cost control, and risk management.
  • Proven ability to lead diverse field teams across multiple regions and clients.
  • Experience with fiber optic splicing/testing, construction documentation, and QA/QC procedures.
  • Familiarity with local/state permitting processes, right-of-way coordination, and civil construction practices.

Work Environment and Physical Demands The standard work environment for this position is an indoors business office and construction environment. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee is regularly required to sit, talk or hear, use hands, stoop, kneel, reach with hands and arms, and talk or hear.

The employee is frequently required to stand and walk. The employee must regularly lift and/or move up to 50 pounds and frequently lift and/or move up to 25 pounds. The employee must regularly carry and climb ladders to 20 feet.

Must be able to operate equipment such as scissor lifts, telehandlers, boom lifts, and UTVs (buggies) if required to do so. The employee may also be required to work in tight, confined spaces.
