I have advised heads of public agencies and global networks on international cooperation strategy, geopolitical analysis and public-private-philanthropic partnerships, and designed capacity-building programs for civil society organizations.

Led the policy and advocacy strategy of the global philanthropy network (230+ member organizations in 60 countries), managing a team of two.

• Lead author of the WINGS Policy Guide, a global guide on enabling policy environments for philanthropy, and supervisor of the country case-study research behind it.
• Represented the network at COP30 (Belém, Brazil) and at the International Conference on Energy Transition (Santa Marta, Colombia), positioning philanthropy in development policy debates.

Senior Advisor to the Director General at APC-Colombia – Presidential Agency for International Cooperation (2023-01 – 2025-09)

Advised the Director General on inter-institutional coordination of foreign aid and international philanthropy, managing a team of three.

• Co-drafted Colombia's National International Cooperation Strategy and produced geopolitical analyses and action plans for bilateral and multilateral development scenarios.
• Contributed to mobilizing over USD 3 million through the Fondo Colombia Sostenible and to closing four strategic partnerships (UN DESA, ESAP, WWF and WINGS).
