Serves as Norcross senior executive of the Information Technology department that is responsible for ensuring that the local municipality is providing the technological platforms to better assist with serving the needs of its residents.
- Responsible for the management of existing operational and capital budgets for the current FY26 while preparing budgetary proposals for the FY27 operational and capital budget.
- Work directly with City Manager on projects requiring the capital budget to support the initiative(s).
- Maintain proper documentation of all contract renewals and/or necessary contract modifications from year to year for all vendor negotiations.
- Responsible for providing to Mayor and Council cost-benefit analysis of any/all Information Technology or Cybersecurity related investments.
- Work directly with City Manager and other Department Heads regarding any/all Capital Improvement Plan(s) (CIP) that need information technology as part of the initiative's completion.
- Responsible for providing all employees and contractors with approved access to Norcross network with annual security awareness and cybersecurity education and training emphasizing the necessity for all to be diligent against those bad threat actors.
- Work in conjunction with Norcross Police Department to ensure annual CJIS training certification and completion for all necessary employees to remain CJIS compliant.
- Ensure that all devices end of life cycle are being tracked to provide optimum time to request for funding to upgrade and/or refresh equipment as necessary e.g. laptop computer, desktop computers and law enforcement tough books.
- Maintain tracking of server equipment end of life and end of support from the manufacturer while ensuring that firmware updates, operating system updates and all patches are maintained to ensure backend security stays harden and secure with best practices.
- Work directly with the Managed Print Services (MPS) provider to ensure the agreed upon service level agreement is robust enough to provide optimum print services from adequate monthly print volume to identify both over usage and even under usage of current service agreements.
- Manage Active Directory users by implementing adequate automated systems, governing policies and practices, and the establishment of the city's framework that provides both secure provisioning and deprovisioning of employee accounts.
- Manage the Managed Service Provider (MSP) on contract to assist with special infrastructure installation projects and assist in the troubleshooting of networking and all other IT infrastructure issues that may arise after hours to include weekend support to Norcross Police Department and E911 Dispatch which are 24/7/365.
- The MSP serves as an extension of Norcross IT Department providing proactive monitoring and technical support.
- Manage the Security Service Provider who is responsible for ensuring that Norcross Access Control Manager remains up-to-date allowing Norcross IT department to manage day-to-day access for all profiles as well as all security cameras internal and external to all city buildings to include all public park cameras and city intersections.
- Experienced in presenting new agenda items to the Mayor and Council for both the Policy Work Session and Regular Council meetings.
- Responsible for creating network security roadmaps that are in alignment with federal, state, local and municipal best practices and standard frameworks based on Cybersecurity and Infrastructure Security Agency (CISA), National Institute of Standards and Technology (NIST), Center for Internet Security (CIS) and Georgia Technology Authority (GTA).
- Responsible for the recommendations of necessary upgrades to telecommunications platform e.g. Mitel private branch exchange (PBX) to the unified communications AT&T Hosted Voice System for the local municipality specializing in the transition from majority physical desk phones to soft phone applications on end user desktops.
- Responsible for the recommendation and implementation of AT&T Switched Ethernet on Demand (ASEoD) platform that provides bandwidth throttling on demand based upon the necessity to either increase or decrease bandwidth that overlays the physical internet service provider bandwidth.
- ASEoD provides failover and redundancy to the primary internet service provider circuits for continuous connectivity.
- Responsible for the upgrade of Norcross E911 Dispatch localized Public Safety Answering Point (PSAP) technology from the older outdated administrative telecommunication Plain Old Telephone service (POTs) lines directly connected to the Solacom Guardian 911 Call Handling system to the AT&T Hosted Voice System Next Generation 911 precision mapping that improves "call for services" response times for First Responders.
- First local municipality to migrate to the AT&T Hosted Voice System Next Generation 911 system in the Gwinnett County area ensuring Norcross seamless transition when porting E911 administrative telephone lines.
- Coordinate with Motorola/Mobile Communications of America (MCA) regarding their hub equipment stack that provides all radio communications between E911 Dispatch, Norcross Police Department, Gwinnett County FD, and Gwinnett County EMS referencing any/all necessary troubleshooting.
- Responsible for the renewal of Motorola's Service Level Agreements to ensure adequate support from Motorola across all radio systems.
- Responsible for the renewal of Motorola's Service Level Agreement regarding the Spillman Flex Computer-Aid Dispatch (CAD) ensuring that all necessary patches and updates are performed to maintain the application efficient functionality.
- Work directly with Norcross Geographical Information System (GIS) Specialist regarding the current Esri ArcGIS mapping and spatial analytics software to ensure proper patches and updates.
- The Esri ArcGIS mapping acts as the critical benefit for public safety and emergency response, county/city infrastructure lifecycles as well as an effective tool in community engagement.
- Responsible for the integration of the updated version of the Esri ArcGIS with the Spillman Flex CAD system for up-to-date mapping of Norcross's incorporated 6.2 square miles.
- Responsible for overseeing the development and maintenance of all public-facing platforms e.g. Norcross primary website and all sub-pages to include embedded links.
- Ensure that proper maintenance is performed on backend of all public-facing platforms ensuring integrity of data but more especially the protection of any personal data transmitted by way of our public platforms.
- Ensure that all ADA compliancy regarding all public facing platforms have closed captioning for all videos released as well as transcripts for audio and alternative text.
- Responsible for the implementation of the FatPipe Software Defined-Wide Area Network (SD-WAN) external router appliance designed to provide a singular network pipeline with resiliency in maintaining Voice over Internet Protocol (VoIP) calls or video calls e.g. Teams or Zoom calls in case of ISP outages.
- The FatPipe solution also provides high-level network security including built-in deep packet inspection with the utilization of its internal intrusion detection system (IDS)/ intrusion prevention system (IPS) designed to block up to 150,000 malicious internet traffic and other security threats from ever entering Norcross internal local area network.
- Working towards the development of Norcross's first ever Information Technology/Cybersecurity/Ransomware disaster recovery runbook that will align with Norcross's first ever cumulative business continuity plan that will work in conjunction with Norcross Power Company and Public Works Department current business continuity plan that will align with maintaining critical city government functionality in case of any major crisis.
- Responsible for the preparation of Norcross's first ever comprehensive Artificial Intelligence (AI) policy currently being reviewed by Mayor and Council for approval that is based upon human oversight, data protection and privacy, the elimination of biasedness, the protection of Norcross's intellectual property while ultimately following National Institute of Standards and Technology (NIST) AI Risk Management and Georgia Technology Authority (GTA) frameworks.
- Implemented the installation and configuration of Norcross first-ever offsite Co-location in which the following items were successfully completed to include installation of ISP circuit and Cienna switch, installation and configuration of Cisco 9300 network switch, Dell switches, Dell servers and Dell Unity storage device.
- Additionally, installed and configured the Rubrik 60T vault to be used for restoration and cyber intelligence of primary MDF data and city-wide connectivity.
- The combinations of equipment and configuration allow for restoration of sanitized data.
- Responsible for the implementation of Fortinet High-Availability (HA) firewalls city-wide in the Main Distribution Frame (MDF), Co-Location and all public city parks for increased network security while adding the functionality of advance threat hunting capabilities analyzing incoming network traffic designed block traffic deemed a potential threat by its proactiveness for detection and response.
- Implemented the Rubrik R7412 data security and management appliance designed to maintain backups and restoration based upon best practices and policies; to include ransomware protection for stored data.
- Facilitated the implementation of a new city-wide access Genetec Synergis access control system replacing the antiquated system.
