Garcia holds a bachelor's degree in criminal justice and has over 19 years of experience in law enforcement, corrections, and training for the State of Washington. The foundation of Mr. Garcia's career is built on offender management as a corrections officer.

Progressing through the ranks, Mr. Garcia became a successful firearms and defensive tactics instructor to local and regional law enforcement organizations during the last seven years. As an employee of the Washington State Department of Correction for the balance of his career, Mr.

Garcia has taken the opportunity to work collaboratively with local law enforcement agencies to provide efficiency in offender apprehension, mitigations, and training. His studies and training in threat group intelligence has positioned him on multiple inter-disciplinary teams planning and providing first level security for local events. As a senior level officer, Mr.

Garcia finds his interests and career path drawn to law enforcement instruction and threat mitigation.

RETIRED- Supports the Auburn, Kennewick, Pasco, and West Richland field offices and police departments in offender tracking and locating, rehabilitation, and apprehension.

• Developed inter-agency partnerships to streamline procedural conduct and bring consistency to corrections operations.
• Provides defense tactics and firearms training to local and regional law enforcement.
• Creates and provides internal safety and training briefings to peers and enforcement management.
• Ensures safety and security of local officers by instructing Arrest, Planning and Implementation courses which educated them on effecting Operational Planning of apprehending wanted subjects in various environments.
• Conducts operation in a small-unit tactical teams from mobile patrols and tactical vehicles, to identify and apprehend wanted subjects on warrant in high risk environments.
• Serves as an advisor for the Washington State Department of Corrections for various local law enforcement agencies to ensure safe practices and procedures were followed for various operational practices.
• Conducts continuing training in Taser qualification for local officers for annual in-service requirements.
• Arresting Advanced Weapon Retention and Ground Survival Instructor.
• Certified Use of Force Instructor through the Washington State Criminal Justice Training Commission.
• Certified instructor for Low/Diminished light handgun course.
• Certificate of completion of the National Law Enforcement Firearms Instructors Association Live Fire Combat Casualty Care Course.
