Provide full management responsibility for all Parks and Public Works Department services, activities, and operations; develop and administer policies and procedures including Overseeing/Managing Engineering Design and Construction, Inspection, Maintenance, Solid Waste, and NDPES phase II Compliance. Prepare, review, approve, and present all Public Works Department staff reports and agenda items for City Council and Committees/Commissions. Develop and oversee the Parks and Public Works Department budget and capital improvement program; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
Serve as project manager for major engineering/parks & public works programs; ensure compliance with appropriate codes, regulations, and ordinances in coordination with and under the advice of the City Attorney. Represent the Parks & Public Works Department to other City departments, elected officials, and outside agencies; coordinate Parks & Public Works Department activities with those of other departments and outside agencies and organizations. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
