As a Contract Specialist/buyer in the AFLCMC/WBK-1, I perform multiple modifications, award task orders on exiting IDIQs, and award new purchase requests. As an experienced buyer upon assignment of a new requirement, I was responsible to determine if the requirements package was accurate and complete to include ensuring the funding was correct and was equal to the IGE or more than the IGE to prevent a deficiency in funds issue. After working closely with the customer or the program office and upon acquiring a complete package, I performed all in house processes to get the requirement solicited, purchased, delivered, and ultimately closed out.
I use the entire FAR, DFARS, DAFFARS, AFMAN, etc. as required to perform my job. As a Contract Specialist, I have become knowledgeable and experienced with pre and post award contracting practices and procedures as taught to me by my Contracting Officer, formal development and on the job training. I have a vast knowledge of contracting practice and procedures.
I verify availability of funds, perform task such as working with our program manager/customer to determine and develop their requirement, SOO, SOW or PWS as applicable. I work closely with the customer to ensure this document along with the market research is accurately written to meet legal and contractual requirements. I receive, review and evaluate contract proposals then send them for technical evaluation, determine contractor responsibility i.e. check BETA SAM and FAPIIS.
I prepare abstract of offers, determine the competitive range, complete discussions, legal review and contract clearance, negotiate with commercial vendors as required and complete Contracting Officer determination, complete PNM, prepare contract award documents in CON-IT and ACPS, document price reasonableness, update milestones, complete award process and conduct post award conferences as required. My contracts vary in length. I evaluate contractor performance and perform contract maintenance to include performing modifications and at the end of the period of performance.
I close out the contract following local and FAR contract procedures. I joined Contracting as part of the Copper Cap program, rotating throughout many sections to gain a wide depth and breadth of contracting knowledge. My first rotation was AFSC/PZIOA working service contracts purchasing services for base maintenance, as well as ability one contracts for the base.
My second rotation was AFSC/PZAAB working foreign military sales purchasing GE and Specialty Engines. My last rotation was AFLCMC/WBK1, working B-52 Engineering Services (BBES) contracts with Boeing, placing orders against an IDIQ Sole Source with FPI Hybrid with T&M and CR.

Emergency Management at Air Force Reserves (2013-01 – Present)
Manages and executes the Installation Emergency Management (IEMP) Program. Implements DOD, AF, and national consensus standards and guidance into installation level instructions, plans, guides, and checklists. Provides hazardous material (HAZMAT) response capability for unknown or suspect CBRN incidents.
Coordinates actions to ensure prompt response during Emergency Management (EM) operations including immediate mobilization of resources and participation of agencies and organizations. Provides technical advice to the Emergency Operations Center (EOC) director. May operate a mobile communications center to provide a command and control platform for the Incident Commander.
Establishes, monitors, and maintains an integrated CBRN detection, warning and reporting system. Organizes, schedules, and coordinates all the Emergency Management Working Group meetings including recording and distributing meeting minutes and tracking action items. Participates as an Installation Emergency Management Working Group (EMWG) member.
Develops installation SAV checklists to execute the SAV Program. Develops installation SAV schedule and conducts an EM SAV on all units annually. Provides a written report to unit commanders and briefs the Installation EMWG on findings and trends.
Follows up on identified discrepancies to ensure corrective actions meet standards. Develops and distributes multimedia presentations, lesson plans, educational pamphlets, and handouts to support training efforts. Determines requirements, develops EM budget, executes, and monitors spending for EM materials and equipment.
Ensures authorized and required CBRNE protective equipment and clothing, detection devices, and monitoring instruments are available, calibrated, and in serviceable, operating condition. Requisitions supplies and equipment for the Readiness and Emergency Management Flight and EM Support Team members. Maintains CBRN equipment and training munitions accounts.

RTO Action NCO at Joint Force Headquarters (2018-04 – 2019-04)
Responsible for operating, maintaining, and inputting data into the EOC Staff Duty Journal and WEB EOC. Receives strength reports IAW NGB formats and forwards to Battle Captain/EOC OIC and COP Manager for inclusion in NGB reports formats and JIEE reporting. Monitor and review incoming E-mail traffic and redirects as necessary.
Assists the EOC NCOIC/OIC and COP Manager as needed during high OPTEMPO periods. Receives and processes incoming Serious Incident Reports. Assists the OKNG Casualty Assistance Coordinator in distributing information as needed.
Reports to EOC NCOIC/OIC. Assumes duties of Shift NCOIC in their absence. Understands the current operating and threat environment. Keeps staff abreast of changes to the current operating environment. Perform SDO duties.
Maintain/Update/Develop EOC Staff products/SOPs to enhance EOC Operations. Maintain "RCAS" Computers assigned to EOC - Weekly updates/Virus scans etc. Update DRRS/JTIMS monthly NLT the 10th of each month and notify NCOIC when ready for review.
Perform "Radio Checks" weekly with state and federal agencies.
