Function as an Advance Planning Manager during pre-production phase and as Project Manager during pre-production phase and during the execution phase of assigned availabilities.
- Function as a Fleet Forces Command (USFFC) representative at meetings and with other Naval Commands where Berthing and Messing barges may be temporarily assigned.
- Coordinate, schedule and administer assigned repair work to ensure that advance planning functions are completed in time to permit orderly work list preparation, screening, specification preparing, invitation to bid, contractor inspection, bid opening and award.
- Maintain historical records of assigned barges and develop work packages to be accomplished from historical data maintained in lieu of a CSMP (Class Standard Maintenance Plan).
- Accompany Shipbuilding Specialists on ship check and answer all questions to assure that the work package to be developed will cover all necessary work that affords a product to support CNO Quality of Life objectives.
- Coordinate the planning and contracts effort to assure that the spec package development and contract awards support the current schedule of barge support.
- Edit, correlate and perform quality audits of work specification packages to ensure authorized work is accomplished as agreed upon with customers.
- Ensures the maximum use of NAVSEA approved Standard Items, and Standard Work Items are identified and invoked in each work package.
- Accepts, rejects or arranges for a suitable modification to availabilities and/or work packages to pennit the essential repairs and alterations to be accomplished during the time available.
- Resolves problems that affect the end cost, quality, schedule and performance of the assigned availability or contract by focusing management attention on these problems and directing corrective action.
- Assists in the negotiation of contract modifications, work schedules and proper time requirements with coquizant authority.
- Obtains, controls and is accountable for customer funds to ensure that sufficient funds are available to cover all assigned availabilities and obligations.
- Prepares emails and correspondence reports as appropriate, detailing the status of advance planning, repair work, cost, and technical problems.
- Perform inspections prior to ship's force moving on and off berthing and messing barges to determine what work needs to be accomplished by the contractor of the Naval Shipyard prior to a ship's crew taking occupancy of a barge and what work is required by the ship and the contractor prior to ship vacating the barge.
Contract Specialist GS11 to GS12 - Mid-Atlantic Regional Maintenance Center - Norfolk, VA

Responsible for non-complex post-award procurement projects, task orders, purchase orders, inter-agency agreements and blanket purchase agreements for the following IDIQ Firm-Fixed Price (FFP) ship repair and maintenance contracts to include price analysis, independent government estimates (cost and time estimates) and negotiation for the following: Small Boats (LOT I & LOT II) - 10, Hull, Mechanical and Electrical (HM&E) – 9, Landing Craft Air Cushion (LCAC) – 5, Vertical Lunch Systems (VLS) – 1, Combat Systems: Mid-Atlantic Engineering Technical Services, Inc. (MAETS) – 1, General Dynamics Information Technology (GDIT) – 1. Participate in pre-award surveys and source selection boards as required. Knowledge of appropriating funds necessary for contract awards, new and growth work as well as procurement of Government materials.
