Assistance for Re-employment and Economic Support (CARES) is an integral part of the Wisconsin Department of Health and Family Services Commission's efforts to modernize its eligibility system. CWW is the first of several projects that will transition CARES from a mainframe user interface system with screens to an internet or web-based user interface with web pages. CARES has issued more than $200 million in benefits to Wisconsin residents and will serve as the technological foundation for a more integrated health and family services system.
The current DHS Bureau of Information Technology Services (BITS) and Beneficiary Earnings and Data Exchange (BENDEX) and Wire to Wire Third Party (WTPY) Process modernized through enhancements as part of Mainframe Changes including: Enhance the BENDEX Data Exchange (DX) process by changing the processing of the BENDEX file from a bi-weekly to daily process, incorporate the full 800-byte file currently being send by Social Security Administration (SSA) and storing the additional information in CARES. Enhance the annual Cost-of-living Adjustment (COLA) process by making the processing of the COLA file non-dependent on the load test region, automating the re-triggering of WTPY information for CARES individuals who did not receive the annual COLA update, and automating the processing of the annual COLA file and the pausing of BENDEX updates between the time in which COLA file is received.
