Chief of Police / Emergency Management Coordinator - Danbury Police Department

Emergency Management

• Instructor for the Training Division where legislatively mandated courses, as well as in-service courses, are offered and instructed to more than 330 sworn personnel for this agency. (June 2017 – August 6, 2018)
• Created the first Annual Gang Conference (32 hours) for H.C.C.O. Pct.1, featuring 42 local, state and federal agencies in attendance with approximately 160 attendees.
• Input training hours into TCOLE for sworn and non-sworn personnel upon completion and verification of their training.
• Create lesson plans for courses to be instructed to sworn and non-sworn personnel to increase their awareness.
• Investigator for the Tax-Assessor Collector: Conduct security assessments of all Tax Office Branches, document strengths and weaknesses and turn in report with recommended improvements.

First Line Supervisor: provide daily supervision to 4 sworn personnel in the Criminal Warrants Division, 3 sworn personnel in the Court Security Division and 5 non-sworn personnel in the Dispatch / Communications Unit. Report productivity of personnel to the Captain of the Division.

• Conduct background investigations, criminal investigations and internal affairs investigations for the agency.
• Submit documented findings of background investigations as well as internal affairs investigations in a detailed report to the Command Staff for review.
• Orchestrate, conduct, and document findings from oral review boards for all potential applicants that desired employment with the agency.
• Created progressive learning and training program for the Dispatch / Communications Unit in order to thoroughly document strengths and weaknesses of all trainees in the Unit.
• Approve and schedule time-off, vacation and training requests for all subordinate personnel.
• Establish on-call rotation for all Criminal Warrant Investigators for afterhours pickup of wanted subjects in custody.
• Facilitate professional law enforcement gang investigations training to approximately 175 students for TCOLE credit.
• Prepare all law enforcement lesson plans for TCOLE audit.

Detective - Fort Bend County Sheriff's Office

• Conduct gang related interviews and interrogations in order to document gang members to be housed within the departmental gang database. (Gang Unit)
• Provide gang intelligence to other Detective Bureaus within the department as well as outlying agencies pursuant to their respective criminal investigations.
• Investigate gang related criminal offenses and file appropriate criminal charges within the District Attorney's Office coupled with the gang nexus when possible for punishment enhancement.
• Testify as witness for the State of Texas as subject matter expert on criminal street gangs within Fort Bend County, Texas. (Gerson Valencia v Texas / Jesus Lira v Texas / Vicline St.Hilaire v Texas)
• Investigate death investigations and file criminal charges when appropriate.
• Investigate violent felony offenses against persons and file criminal charges when appropriate.
• Assist in death investigations by interviewing gang members or by providing gang intelligence as it relates to that specific investigation. (Robbery/Homicide Unit)
• Investigate criminal episodes of burglaries or other misdemeanors and file criminal charges when appropriate. (Organized Crime Unit)
• Recover and return stolen property to rightful owners stemming from aforementioned investigations.
• Facilitate classroom instruction for basic academy level students as well as advanced level students on gang identification.
• Conducted multi-agency gang operations in high crime areas, all of which were N.I.M.S. compliant.
• Assisted A.T.F.E. in multi-agency gang operation titled, "Operation: Blue Flag", against the 52 Hoover Crips.
