Transit System Supervisor - St. Mary's County Transit System - St. Mary's County, Maryland

Manages and Supervises the County Transit system (paratransit and fixed routes). Provides full performance supervision of 48 personnel and management related to administration of agency policies, coordinating agency operations related to fleet, facilities, and general services. Performs a broad range of diverse managerial functions to include assigning and coordinating staff actions and establishing/monitoring work efforts within the assigned areas.

Participates with County Commissioners, Administrators, and Management team in the review and interpretation of Operations Policies and Procedures. Participates in agency Quality Improvement Initiatives as required.

• Supervises 48 county employees (full-time, part-time, hourly) in 3 sections
• Transportation: Supervise 42 bus drivers and responsible for a state vehicle fleet of 32 county buses and vehicles. These vehicles are used by employees in the performance of their duties and/or by employees with the responsibility of driving clients to specific medical appointments within the Paratransit Program as outlined in CFR 49, The American Disabilities Act (ADA) and 8 fixed bus routes that operate 6 days per week
• Dispatcher Services: Supervise 4 personnel- Organizes, schedules, and coordinates the operations of both the paratransit and Fixed-route buses. Customer service is provided to schedule appointments for door-to-door service as well as providing information to the public regarding fixed route schedules
• Administration: Supervise 1 person- Paratransit Coordinator-Organizes, schedules, and coordinates the operations of the paratransit programs. Customer service is provided to review applications to determine eligibility to participate in the paratransit program
• Administration: Supervise 1 person- CDL Trainer-Manages the in-house CDL training program. This program provides a robust curriculum to allow non CDL license holders to obtain their CDL driver's license. This program fosters an in-house ability to maintain a strong workforce serving the county's transit system. This position also serves as the Safety Officer for the Transit System

Administrative Officer/Services Manager - State of Maryland - St. Mary's County Health Department - St. Mary's County, Maryland

Managed four (4) divisions at St. Mary's County Health Department. These divisions include Vital Records, Transportation, Facilities and Front Desk.

Presidential Inauguration Communications Officer - Armed Forces Inaugural Committee

Served as the communications officer on Armed Forces Inaugural Committee preparing for and executing the President's Inauguration for then President-elect and then President Clinton. Managed the schedule, assignments, training and budgeting for 150 military officers that were designated as Military Aides to Governmental and Political VIPs. Routinely interacted with VIPs on scheduling conflicts, personnel assignments and the required training of the aides.

Program Manager - STS International, Inc.

(2003-01 - 2004-12)

Served as the senior advisor and subject matter expert responsible for overall execution and development of Seaport Security Systems Solutions for a U.S. Army program in direct relationship to Homeland Security. Worked closely with organizations involved with port operations including United States Coast Guard, Tampa Port Authority, and local law enforcement.

Identified systems and executed a plan for the system acquisition and integration of a newly designed sensor system leveraging military applications to civilian processes. Developed and designed alternative plans, prepared schedules, cost estimates, and provide for planning and presentation of an effective demonstration of new technologies to support Homeland Defense.

In a temporary capacity due to manning shortages, served as the Assistant Program Manager with responsibilities of managing the test and evaluation (T&E) efforts for MH-60R acoustics systems test programs.

• Program Management: Managed personnel and resources based on priority tasking and developed Planning, Programming, Budgeting, and Execution System (PPBE) planning strategies and guidance
• Program Management: Managed test personnel workload and identified test asset requirements. Established manning requirements through the use of Teamwork Plans (TWPs) and provided that information into the command staffing process
• Systems Engineering: Traced requirements through a Matrix of Objectives (MOM), ensuring all system requirements are met. Used the Earned Value Management (EVM) tool to track test progress and making sure costs are not exceeded as planned
• Conflict Resolution: During tenure as the Interim APMT&E, resolved the existence of a contractor employee that became alcohol dependent. Through documentation, interaction with government and industrial corporations resolved the issue without loss of employee services but able to ensure the employee was afforded all opportunities to seek the required assistance to remove alcohol dependency
• Resource Management: Coordinated, scheduled and managed the budget for a multiple 35+-person detachments to AUTEC for 3 weeks to conduct the operational evaluation for the MH-60 Romeo
