About
Active TS/SCI Clerance for 6 more years. Mr. Marshall’s civilian career was at Aberdeen Proving Ground (APG) for 33 years where I worked as a Senior Test Engineer for many Army Tracked and Wheeled Vehicles and for many Chemical, Biological, Radiological and Nuclear Defense (CBRND) Development Programs.
My first 11 years at APG I worked as a T&E Test Engineer testing many Army wheeled and tracked vehicles, including the M1 Abrams Tank, the M3A3 Bradley fighting vehicle, the Stryker, the M1126 infantry carrier vehicle, the Humvee, the M1 assault breacher vehicle, the (AMPV) Armored Multi-Purpose Vehicle, M4 Command and Control Vehicle (C2V), M142 HIMARS & M270A1 MLRS Self-propelled artillery. I worked closely and coordinated with all team members of the test community to develop the Test and Evaluation Master (TEMP), Systems Engineering Plan (SEP), and the Technical Test Plan (TTP) to develop test procedures in accordance with DT&E test methods. Was responsible for the implementation of test planning & test execution efforts for CBRND Programs requiring research and analysis to ensure the testing could be accomplished according to the test schedule.
Conducted risk reduction strategies, risk mitigation plans, and fully documented test planning processes in the TTP, and conducted the evaluation of test data, and prepared the Test Report. After serving as the Senior Test Engineer, I joined the Test Reliability and Evaluation Branch and served as the Senior Reliability & Test Engineer. My primary focus and responsibility was leading and conducting Reliability Testing (Reliability, Availability and Maintainability (RAM)) and evaluations.
This experience provided me with an extensive background in Reliability (RAM) modeling, design techniques, RAM predictions, reliability growth management, RAM requirements generation (i.e., MTBF, MTTR, and System Availability (Ao and Am)). Additionally, I gained extensive experience in Reliability Block Diagram development;
Mission Probability of Success analysis; failure analysis, root cause determination, and corrective action identification and tracking (FRACAS). Additionally, gained extensive expertise in DoD RAM Regulations required, requirements generation, test planning and conducting of independent, integrated evaluations of overall system reliability, availability and maintainability (RAM). I also gained expertise using Reliability data analysis software to support these assessments.
These efforts also included, reliability growth data analysis, RAM modeling and simulation, statistical analysis, design of experiments, Reliability Prediction Analysis, Failure Modes & Effects Analysis (FMECA), and Fault Tree Analysis (FTA).

Senior Reliability Engineer - American Systems
(2022-03)
- Senior Reliability Engineer SME conducts R&M testing and technical data analysis and Assessments to verify R&M Requirements, Test Plans will demonstrate that R&M requirements are achieved, evaluate & assess R&M Test Data, participate in R&M JRMETS, support Army R&M WG, conduct ITRA Assessments, develop and verify Reliability Growth Curves (RGC).

DoD RGC Tracking for DAES purposes, Review and comment on RAM-C Reports, SEPs, TEMPs, R&M Test Plans, Requirements Documents, and R&M Test Report
- Served as a member of the KC-46 Fleet R&M JRMET to evaluate the R&M 50,000 Flight Hour Test Metrics. R&M results were still very low, so the Program Office is funding a 2-Year KC-46 R&M Product Improvement Program (PIP), will serve on this 2-Year effort to evaluate the R&M improvements and Track the Reliability Growth Curve (RGC) for 2-Years. From lessons learned KC-46 Reliability & Availability issues causing it's R&M performance to fall far behind level that the Air Force needs, caused the Fut
- Reviewed & commented on the OCX GPS Development Test Assessment (DTA) for Joe Hill. My comments helped getting the DTA approved. Reviewed the PNT GPS System ITRA Plan for Joe Hill. The PNT has been renamed to MARE. Participated in the DTE&A&A and the PO initial ITRA Training sessions. Will serve as lead R&M Engineer for the MARE ITRA which is on an accelerated schedule planned to be completed by the end of April 2025. Working with Jack on the DTA for the XM30 Combat Vehicle which will replace th
- Reviewed and commented on the ICBM Fuze Mod TEMP in support of the FRP Review. Improved the Surveillance R&M Test planned during Sustainment and Stockpile. This is an annual Reliability Test using the Binomial Distribution to verify that the Stockpile Storage doesn't degrade Reliability. Serving as the R&M Lead for the TRIDENT II D5 Life Extension 2 ITRA. The TRIDENT II is a three-stage, solid-fueled submarine-launched intercontinental-range ballistic missile.
- Reviewed and commented on the TEMP's for the Amphibious Assault Ship Replacement LHA(R) and the Amphibious Assault Ship Replacement LPD PROGRAM Flight 1. Both the LHA and LPD Ships use the same Self Defence system to protect from missile attacks.
This Self
Defence system is the Ship Self Defense System (SSDS) Baseline 12 supported by the SPY-6(V)2 and (V)3 Radars. Therefore, the Radar's TEMP was reviewed in parallel. Continued to lead the Reliability Growth Curve (RGC) Reporting process for repo
- Reviewed Medium Landing Ship (LSM) TEMP and EIF, found that the Landing Maneuver of 2.5 hours had the Time Metric removed. Therefore, changed the Reliability Assessment from using the Exponential Distribution, which uses a Time Metric, to the Binomial Distribution which does not use the Time Metric.
- Worked on the F-35 R&M Metrics Working Group (WG) and evaluated three different Courses of Action (COAs) to determine the best statistical analysis for calculating Mission Reliability at an Average Sortie Duration (ASD) of 2.5 hours. Results of the evaluation resulted in an 93% Mission Reliability, exceeding the 90% requirement. Reached out to expert Ph.D.

Senior Reliability Test Engineer - MAG Aerospace
(2020-06 - 2022-03)
- Worked as a Senior Reliability Engineer for MAG Aerospace supporting the MARSS and EMARRS medium sized spy aircraft for the U.S. Army. Particularly supported the STORM intelligence sensors that these aircraft were equipped with for spy missions. Efforts were focused on improving Reliability of these critical electronic sensors.
- Implemented these important Reliability, Availability, and Maintainability (RAM) analysis and models to improve sensor reliability: Reliability Block Diagrams (RBDs), Reliability Predictions, Probability Reliability Analysis (PRA), Failure Modes Effects and Criticality Analysis (FMECA), Designed Reliability tests, and Statistical data analysis. This analysis was conducted using Reliability Software tools such as Reliance Reliability Software and Reliasoft Software.
- Implemented a major improvement for the STORM sensors to improve Reliability Tracking. Initiated the installation of APPEAR software on EMARSS and MARSS aircraft to track Reliability on STORM sensors during operational flight missions of the aircraft. The APPEAR maintenance module captures failure data (i.e. when sensors and components fail, parts that fail, operational hours, and automatically reports failure data for reliability tracking). The APPEAR system integrates across a variety of funct
