- Certify that activities are in line with approved annual work plan and budget before consideration by the District Project Coordinator and final approval by District Commissioner
- Assist in budget preparation, execution and monitoring including liaising with all Sectors at District Councils involved in the project
- Consolidate all financial data from MWASIP implementing entities at district level
- Prepare monthly bank reconciliations for operating account
- Prepare and submit monthly expenditure returns to Treasury through project management unit
- Coordinate/host year end audits
- Submit monthly activity reports to Finance Management Specialist
- Ensure funds allocated for workshop activities are properly used and accounted for
- Ensure that expenditure is fully supported by relevant documentation duly authorized
- Ensure that all financial records are properly filed and maintained
- Sign off payments vouchers to ensure that payments agree with the funding model
- Host supervisory visits from Project Management Unit and/or lead departments
- Conduct any other duties that may be assigned by the PMU or the implementing district to smoothly run the project
- Ensure that all monies sent to the District Councils are used for the purpose intended
- Ensure that district assemblies submit financial reports on time
- Ensure that all monies sent to the District Councils are properly liquidated
- Keep the general ledger updated
- Brief the World Bank Mission on several financial progress interventions in Ntcheu District Council, provide advice and administrative support as required
- Perform any other duty as may be necessary for the effective implementation of the project and program as assigned by Program Coordinator through the Financial Management Specialist
Acting Director of Finance - Ministry of Local Government and Rural Development - Kausungu Municipal Council, Malawi

- Coordinate the day to day activities of the finance directorate
- Prepare all estimates in consultation with all the directorates
- Report to the Chief Executive Officer and council finance committee on any anticipated over-expenditure, authorised expenditure and deviation from regulations
- Maintain the accounting system and supervise all financial staff
- Prepare annual accounts, grant claims and external and internal financial statements, statistics and cost-estimates
- Adopt and implement an appropriate expenditure monitoring and control mechanism
