I am a highly accomplished property development and investment executive with more than 20 years of experience leading large-scale property, infrastructure, and strategic development projects across South Africa. My expertise spans property development, fund management, affordable and social housing, strategic planning, investment structuring, and organisational leadership. Throughout my career, I have successfully managed and concluded developments valued in excess of several billion rand, working with government institutions, private investors, municipalities, pension funds, and community stakeholders.

I have extensive experience in corporate governance, financial analysis, contract negotiations, project management, and leading multidisciplinary teams to deliver sustainable results. I am deeply passionate about social and economic development and have dedicated a significant part of my career to creating innovative solutions that address South Africa's housing challenges and stimulate inclusive economic growth. Through initiatives such as Roomsekasi, I have attempted the formalisation of township property markets, affordable housing development, job creation, skills transfer, and the empowerment of local communities through enterprise development and training opportunities.

My leadership style is built on integrity, collaboration, strategic thinking, and a strong commitment to public service. I have a proven ability to build partnerships across the public and private sectors, develop long-term strategies, and deliver impactful projects that create lasting social and economic value. Chief Executive Officer - Mandlonke Property Group Pty Ltd - Centurion

(2014-01)

Mr Hlombe Magwaca started Mandlonke Property Group in 2014 to develop retail, residential and industrial properties. The idea was to create an independent Property Development & Services Business using existing relationships and clientele that has been accumulated over the years.

• Negotiated and concluded a lease agreement for office space to Circle Food Group for Regiments Capital. Completed in 2016 (Value R18 million)
• Commissioned by Joburg Property Company (JPC) to perform market research to assess the economic trends and drivers, trade area-based demographic profile and development and growth potential of a proposed mixed use development. The nodes considered were Metro Centre, Roodepoort and Randburg CBDs in Johannesburg. 2016
• Concluded a full Feasibility, Market Research, Shopping Centre Layout Designing, Leasing Budgeting & Spreadsheet for both STUTTENHEIM SHOPPING CENTRE and COFIMVABA MALL Developments for Bayete Capital. Client decided not to go ahead with the projects at the time due to community complications. 2016 - (Project Value R160mil & R130mil respectively)
• Provided a range of services including redevelopment management and leasing of existing Rebosis Property Portfolio valued at R 14 billion at the time of commencement of the long-term contract in Oct 2016. Construction budget of R400 million to be rolled out over a five-year period
• Demolished the old Rebosis office at The Campus in Bryanston and reinstated it to white box specification. Total GLA 300 sqm. Completed in April 2020. (Value R300 000)
• Construction of Rebosis new head offices in Forest Hill City Mall, Centurion. Total GLA 1 400 sqm. Completed in July 2020. (Value R8 million)
• Construction of new shared offices in Forest Hill City to be let out as per Regus style on a pay-as-you-use basis. Total GLA 800 sqm. Completed in July 2020. (Value R4 million)
• Bought and redeveloped an existing block of flats (Mercator House) by densifying it to 10 two-bedroom units, oversaw the entire construction process. The development is fully let, owned and managed by Mandlonke Property Group. Completed Jan 2020. (Value R4 million)
• Bought a 14 story building in the heart of Gqeberha CBD for the intent on a 400 beds Student Accommodation, funding was approved by NEF. The deal failed after NSFAS and NNMU decided to decrease rentals and increase the requirements for students, this put our feasibility out of the profitable zone. We lost R1,6mil on this deal in 2018. (Value R60mil)
• Partnered with Spire Capital Partners (SCP) to create an Unlisted Property Fund, appointed as Chief Operating Officer (COO) from 2023 - 2024. The fund's main objective was to invest in retail properties located in strong urban areas across South Africa. Offers were submitted on six shopping centres with a combined value of R2.5 billion. Board decided to discontinue the fund based on high interest rates, political uncertainty, and reduced consumer spending power

Property Developer - Mandlonke Property Group Pty Ltd - South Africa

Roomsekasi (2019 - present) - Mandlonke Property Group has undertaken the role and responsibility of creating a concept that will potentially assist government in minimizing the current Social & Affordable Housing backlog.

• Creation of an online platform www.roomsekasi.co.za (similar to Private Property & Property24) where property owners can list their properties To Rent or For Sale
• The platform is designed specifically for the Township & Lower to Middle Income nodes, its ease of use stands out. Listing of properties has been simplified to make it accessible and practical to its target market
• Development Management, where we will assist in formalizing plans, putting the necessary professional teams together and making sure properties are built in accordance to approved Building Regulations and supply legal Certificates of Compliance
• Construction Management, we will oversee the construction process and ensure that we use a local database of labour and sub contractors so as to create jobs in the nodes we operate in
• Estate Agency, we will assist in Property Sales as well as Renting out the properties where such a service is required, we will draft the Lease Agreements and ensure tenant background checks. We will establish local agents that reside in these nodes and upskill them into Registered Full Status Estate Agents, thus creating more jobs and relevant training
• The idea is to uplift these overlooked areas by ensuring they are compliant with all required building regulations so as to create an environment where communities and society can be proud of the areas they stay in
• This platform will assist us in collecting data around the country so we can identify areas of growth where we can potentially do sizable Affordable & Social Housing Developments based on tangible data and proven nodal growth
• We can expand to other avenues using this platform, such as using the database of clients to create Nodal Property Reports and also potentially supply the residents with other financial services should they require these i.e. funeral cover, life insurance, possible advertising targeting the area LSM, linking service providers to residents etc.
• This platform was started before 2020 but covid19 unfortunately delayed it due to financial restraints, currently speaking with TIA (Technology Innovative Agency) to apply for a grant to assist us deliver this great idea to fulfillment

Developments Executive - Billion Group Pty Ltd - Johannesburg

(2010-01 - 2014-12)

Hlombe Magwaca joined Billion Group as the Developments and Acquisitions Executive. Because of his hard work and proactive attitude, he was soon given the responsibility of managing the full development of Forest Hill Mall in Pretoria. He also became a member of both the Management Committee (MANCO) and Executive Committee (EXCO). In this role, Hlombe was in charge of leasing space to major and national retail tenants, improving the mix of shops in the mall, and helping to structure the project's finances. He also managed the submission of wayleave applications to the City of Tshwane to obtain the necessary development approvals. He coordinated several professional teams working on the project and handled their contract appointments. This also included managing the main contractor, Group Five Construction, who won the construction tender. Hlombe successfully finalised the JBCC construction contract with them.

Forest Hill

Mall, which measures 75,000 square metres in size, was completed on schedule and officially opened on 29 May 2014. Beyond this project, Hlombe also worked with other company offices and technical teams to support the delivery of various developments.

Industrial Broker | Investment Broker - Baker Street Properties - Cape Town

Initially, Mr Magwaca joined Baker Street Properties as an industrial broker, leasing and disposing of industrial properties in the greater Cape Town. His outstanding work ethic led to positive results and because of this he started working on disposing of investment properties to funds and private purchasers, as well as disposing of entire Property Portfolios. Furthermore, his ability to make a positive contribution as a team member led to him becoming a shareholder in the company.
