Personal Statement 陳宏傑博士 Dr. Markus Patrick CHAN As a seasoned senior & top executive with over 25 years of multifaceted experience spanning banking, finance, education, blockchain technology, and strategic consulting, I, Dr Markus Patrick Chan, hold a Doctorate in Philosophy in Management from Palawan State University. My career trajectory has been marked by pivotal roles in fostering innovation across ASEAN regions, underpinned by a commitment to ethical leadership and scholarly contributions. With publications in esteemed journals addressing themes such as artificial intelligence's impact on job performance, financial risk management in cryptocurrency markets, and the economics of art and culture, I have endeavoured to bridge theoretical insights with practical applications. These works, accessible via Google Scholar, reflect my dedication to advancing knowledge in management sciences, including analyses of algorithmic bias in judicial decision-making and the role of big data analytics in financial inclusion. Complementing this are my affiliations as a Director in international associations, such as the International Credit Management Association and the Chinese and Western Art & Culture Association, where I volunteer to promote ASEAN partnerships. My recent certification in “AI & Rule of Law” from UNESCO and the National Judicial College further equips myself to navigate the ethical complexities of emerging technologies. Strategic Leadership – Vision without action is an illusion In strategic leadership, I adhere unwaveringly to the maxim that 'vision without action is an illusion', a principle that has guided my tenure as Senior Partner at Paris Hylman Consulting Group since 2025. In this capacity, I spearhead initiatives in artificial intelligence investment, intellectual property protection, ESG compliance, vocational education, and blockchain technologies across ASEAN markets. Notable achievements include submitting comprehensive proposals to the National Development Commission of Vietnam for Da Nang City's advancement, to Cambodia's State Councilor for vocational training collaborations, and to the Hong Kong Chinese and Western Culture and Arts Association for a €1 billion charity fundraising endeavour. Drawing from my interim CEO roles at Credit Assets Chain Limited and Trust Union Company Limited (2017–2018), where I navigated decentralised finance landscapes to actualise credit scoring systems and go-to-market strategies amid regulatory challenges, I have cultivated visionary frameworks that transform abstract concepts into tangible outcomes. This cyclical framework has been instrumental in my roles as Chief Academics Officer at APAC Business School (2019–2024) and Chief Education Officer at KWS Capital & Securities Group (2018–2019), where I oversaw quality assurance evaluations under the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), preparing institutions for initial evaluations and programme accreditations at HKQF Levels 3–5. In project oversight, I managed university partnerships, such as between Da Nang Architecture University and the University of Sunderland, and facilitated accreditations for entities like the China Institute of Certified Financial Planners. As Co-founder and HK Government-approved School Principal at Value Education Group (2012–2017), I executed turnaround strategies that enhanced operational efficiency and profitability, incorporating crisis management and change implementation. My interim CEO experiences in fintech startups (2014–2019) involved developing go-to-market plans that cultivated demand-push expectations in Vietnam's money-lending sector via blockchain-enabled trade finance, resulting in revenue modules adopted by business chambers. As Expansion Manager applicant for Tether, I outlined priority partnerships across B2G (e.g., central bankers in Cambodia and Vietnam), B2C (incubations in 30 universities and 10 community colleges), and B2B (professional training for accountants and portfolio managers), all anchored in educational immersion to foster Web 3 eco-projects and NFT demand chains.
