Jeffery Lovitt

Experienced CEO and project director with 20+ years’ experience leading organisational development and change. With strong project, budget management and strategic communications skills, Jeff has fundraised more than €2 million and led international projects on policy dialogue, participatory democracy, media and civil society development. The results included securing visa-free travel for EU’s eastern and south-eastern neighbours and 151% average digital audience growth for media grantees.

I was Chief of Party of a USAID project supporting media development from October 2022 until nearly all USAID programmes were suspended by the new US administration in February 2025. Since then I have been serving as lead international expert on short-term Council of Europe contracts on participatory democracy in Moldova and Albania. My experience includes director positions in international non-profits, often grant-making, working on policy development.

Positions have included: Executive Director, PASOS think-tank network, Director of Communications, Transparency International Secretariat, Member, International Experts Panel, Open Government Partnership, and lead international expert, Council of Europe, on participatory democracy.
