JOB PROFILE: SENIOR COST ESTIMATION ENGINEER
1. Static equipment such as Pressure Vessels, Atmospheric Tanks Towers, Air-cooled Heat Exchangers.
2. Process Skid Packages such as Mercury, CO2 Removal, Dew Point Control Unit, Dehydration Unit,
TEG Regeneration Unit, Amine Regeneration Unit, Test Separator Unit & Chemical injection packages.
3. Gas lift Compressor skid packages with Engine and motor drive.
4. Produced / Sea Water Treatment Packages.
5. FPSO Topside Process Modules Rate Book and Cost Estimation.
6. Quantity Surveying FPSO Modules (Piping, Valves, Structure, Equipment E & I Items & Service items)
Pre Order Stage
- Review Client’s RFQs, understand their requirements, and liaise with client to obtain any missing / more information about scope of work and bid submission.
- Register and update an enquiry report for management review.
- Co-ordinate with engineering, production, QA/QC, projects, and purchase department to collect tender require documents for submission.
- Carry out material take - off for structure, piping, valves, vessel, E &I from P & ID.
- In order to estimate the material cost, prepare the MTO and sourcing the material such as piping, structure, pressure vessel, Valves, Instruments, equipment and special items etc...
- Liaise with supplier to obtain service cost such as third party inspection, blast and painting, chemical cleaning, hot dip galvanizing, radiography, stress relief, Insulation, scaffolding, carne, packing and transportation.
- Estimate man-hours (Engineering & labour cost) for fabrication & installation of structural steel, piping, valves, vessels ,equipment installation and load-out assistances etc.…
- Prepare cost break down summary for material, fabrication & service for structure, piping, valve, vessel, E &I items etc.
- Coordinate with intercompany departments and prepare the pre-qualification documents to be submit along with bid proposal.
- Co-ordinate with intercompany department for review the company’s terms & condition, and submit along with bid proposal.
- Prepare, review and get approval of Technical and commercial proposal along with management team for submission.
- Review the technical and commercial proposal with manager and prepare the deviation if any.
- Provide the technical and commercial clarifications of bid proposal after submit the bid if required.
- Attend the technical and commercial clarifications meeting with management team in order to secure the Job.
- Provide cost adder before and after receive the order requested by client or Sales team.
- Generate and maintain a library for technical information and cost for all completed.
- Assist to sales team to technical and costing information if required.
Post Order Stage
- Assist to conduct contracts' review and job-awarded kick-off meeting with client and inter-company.
- Organize to handover the awarded jobs to project department; conducting inter-company kick-off meeting and explain about scope of works involved in the job.
- Preparation of budget for awarded jobs and handover to project department.
- Carryout the project creation, uploading and for new awarded jobs onto the oracle system.
- Create Sales order for awarded jobs in oracle system.
- Estimate the cost for various orders or change order proposals for ongoing jobs and submit to client’s approval.
- Prepare the re – measurement for ongoing FPSO jobs and input the revenue cost to in the budget
- Act as a Quantity Surveying FPSO Modules and attend the client meeting to finalize the cost.
