ตำแหน่ง Senior Developer ในโครงการ Health Link มีบทบาทสำคัญในการออกแบบ พัฒนา และดูแลระบบแพลตฟอร์มข้อมูลระดับประเทศ โดยมุ่งเน้นการพัฒนาบริการแลกเปลี่ยนข้อมูลตามมาตรฐาน FHIR เพื่อสนับสนุนการเชื่อมโยงข้อมูลด้านสุขภาพให้มีประสิทธิภาพ ปลอดภัย รองรับการขยายตัว และเหมาะสมกับการใช้งานจริง

ผู้สมัครที่เหมาะสมควรมีทักษะการแก้ปัญหาเชิงเทคนิค สามารถทำงานร่วมกับหลายฝ่ายได้ดี และมีความยืดหยุ่นในการทำงานเพื่อสนับสนุนการแก้ไขปัญหาด้านปฏิบัติการเมื่อจำเป็น

หน้าที่ความรับผิดชอบหลัก

งานด้านวิศวกรรม

• พัฒนาและดูแลแพลตฟอร์มแลกเปลี่ยนข้อมูลด้านสุขภาพตามความต้องการทางธุรกิจ
• สื่อสารและประสานงานกับสถานพยาบาล พันธมิตร ทีมงาน และหน่วยงานธุรกิจ เพื่อทำความเข้าใจความต้องการ พัฒนาฟีเจอร์ใหม่ และส่งมอบงานตามกำหนด
• ให้คำแนะนำแก่สถานพยาบาลเกี่ยวกับวิธีการแลกเปลี่ยนข้อมูลที่เหมาะสม
• ออกแบบโซลูชันเชิงเทคนิคโดยคำนึงถึงระบบสารสนเทศโรงพยาบาล สภาพแวดล้อม และข้อจำกัดที่หลากหลาย
• ประสานงานกับหน่วยงานภายนอกและทีมโครงสร้างพื้นฐาน เพื่อเตรียมและติดตั้งเซิร์ฟเวอร์
• บริหารจัดการผู้รับจ้างช่วงในการพัฒนาระบบแลกเปลี่ยนข้อมูล
• ดำเนินการทดสอบการยอมรับของผู้ใช้งาน หรือ User Acceptance Testing (UAT) เพื่อให้มั่นใจในคุณภาพและความถูกต้องของระบบที่พัฒนา

งานด้านปฏิบัติการ

• กำกับดูแลทีมปฏิบัติการในการติดตามและดูแลระบบ เพื่อให้ระบบทำงานได้อย่างต่อเนื่อง มีเสถียรภาพ และน่าเชื่อถือ
• เป็นผู้ประสานงานหลักกับผู้ให้บริการระบบและผู้รับจ้างช่วง

คุณสมบัติ

• มีความพร้อมในการเรียนรู้และปรับตัวกับเทคโนโลยีใหม่
• มีทัศนคติการทำงานเชิงบวก ส่งเสริมการทำงานร่วมกันและการทำงานเป็นทีม
• มีทักษะการสื่อสารและการประสานงานที่ดี
• สำเร็จการศึกษาระดับปริญญาตรี สาขาวิทยาการคอมพิวเตอร์ หรือสาขาอื่นที่เกี่ยวข้อง
• มีความเชี่ยวชาญในการพัฒนาด้วยภาษา Python
• มีความเข้าใจที่ดีเกี่ยวกับการแลกเปลี่ยนข้อมูลผ่าน API หรือการเชื่อมต่อฐานข้อมูล
• มีความคุ้นเคยกับกระบวนการพัฒนาซอฟต์แวร์ หรือ Software Development Life Cycle (SDLC)

ทักษะที่จำเป็น

• การพัฒนาด้วยภาษา Python
• การแลกเปลี่ยนข้อมูลผ่าน API หรือการเชื่อมต่อฐานข้อมูล
• การออกแบบโซลูชันเชิงเทคนิค
• การสื่อสารและการประสานงานกับผู้มีส่วนเกี่ยวข้อง
• ความเข้าใจในกระบวนการพัฒนาซอฟต์แวร์
• การดูแลระบบและการประสานงานกับผู้ให้บริการหรือผู้รับจ้างช่วง

ทักษะและประสบการณ์ที่พิจารณาเป็นพิเศษ

• ประสบการณ์ด้านการพัฒนาระบบตามมาตรฐาน HL7 FHIR จะได้รับการพิจารณาเป็นพิเศษ
• ความสามารถในการใช้ Git สำหรับการจัดการ source control
• ประสบการณ์จริงในการ deploy ซอฟต์แวร์ใน production environment

About the Organization

Big Data Institute (Public Organization), or BDI, is a public organization dedicated to advancing the use of big data in Thailand. The organization supports the development of data-driven services, policies, and national data infrastructure to create meaningful and sustainable impact.

About the Role The Senior Developer for the Health Link Project will play a key role in designing, developing, and maintaining a national data platform. The role focuses on implementing FHIR exchange services to support efficient, scalable, and secure health data exchange across stakeholders.

This position is suited for a developer with strong problem-solving capabilities, the ability to work effectively with both technical and non-technical stakeholders, and the flexibility to support operational challenges when required.

Key Responsibilities

Engineering

• Implement and maintain health information exchange platforms based on business requirements.
• Communicate effectively with healthcare facilities, partners, team members, and business units to understand needs, develop new features, and ensure timely delivery.
• Recommend and guide healthcare facilities on appropriate data exchange methods.
• Design technical solutions that address different health information systems (HIS), operating environments, and practical constraints.
• Coordinate with external parties and the infrastructure team to prepare and set up servers.
• Manage subcontractors involved in the development of exchange systems.
• Conduct User Acceptance Testing (UAT) to ensure the quality, functionality, and readiness of developed solutions.

Operations

• Supervise the operations team in monitoring and maintaining the system to ensure consistent performance, reliability, and service continuity.
• Serve as the primary point of contact for system vendors and subcontractors.

Qualifications

• Willingness to learn and adapt to new technologies.
• Positive working mindset that supports collaboration and effective teamwork.
• Strong communication and coordination skills.
• Bachelor’s degree in Computer Science or a related field.
• Proficiency in Python development.
• Strong understanding of data exchange through APIs or database connections.
• Familiarity with the software development life cycle.
