Optomi, in partnership with a public-sector organization, is seeking a Senior Java Developer (Systems Analyst) for a hybrid role based in Tallahassee, Florida.
This position supports the MEPIC Technology Upgrade Project, a mission-critical modernization effort to replace a legacy system with a modern, scalable, web-based platform that improves public safety and assists in the recovery of missing persons.
This role sits within a cross-functional application development team responsible for designing, building, and implementing a large-scale enterprise system using modern Java, Angular, and SQL Server technologies.
You will collaborate closely with project managers, business analysts, quality analysts, and technical stakeholders throughout the full software development life cycle.

Experience of the right candidate:
Bachelor's degree in Computer Science, Business Administration, or a related IT field.
12+ years of experience in SDLC processes and large-scale IT application development.
Strong experience analyzing detailed business and technical requirements.
Proven experience designing and implementing enterprise-level systems.
Excellent written and verbal communication skills.
Strong collaboration skills within cross-functional and multi-vendor teams.
Ability to communicate technical concepts clearly to non-technical stakeholders.
UI/UX & Front-End
Strong understanding of modern UI/UX principles.
Experience with Material Design 3, Fluent UI, or custom design systems.
Experience building responsive, intuitive interfaces.
Section 508 accessibility compliance.
State management experience with NgRx, NGXS, or Signals-based patterns.
Back-End Engineering (Java)
Advanced experience with Java 21 (LTS) and modern Java features, including:
Streams, Lambdas, Records, Sealed Classes, Pattern Matching
Virtual Threads, Structured Concurrency, CompletableFuture
Reactive Programming (Project Reactor, RxJava)
Experience with Spring Framework 3.
x, including:
Jakarta EE & Application Servers
Strong understanding of Jakarta EE 10 (JAX-RS, JPA, JTA, CDI, Servlet, Security, JSF for legacy support).
Experience deploying and troubleshooting applications on JBoss EAP 8.

Database & Data Layer
Strong experience with MS SQL Server 2019/2022.
Advanced T-SQL skills (stored procedures, triggers, views, indexing, performance tuning).
Experience with JDBC, Hibernate/JPA, ORM best practices.
Experience with JSON, XML, and modern serialization formats.
Build, CI/CD & DevOps
Experience with Maven or Gradle.
CI/CD pipeline experience using tools such as Jenkins, Bitbucket, and SonarQube.
Responsibilities of the right candidate:
Design, develop, and implement a modernized MEPIC system aligned with legislative and business requirements.
Translate requirements gathered in Joint Application Development (JAD) sessions into application components.
Plan, organize, and implement system interfaces, scheduled processes, and application features.
Provide technical leadership and guidance to project team members.
Identify, troubleshoot, and resolve technical issues with mitigation recommendations.
Develop and execute test plans, including positive and negative scenarios.
Document system design, workflows, developed code, and test results.
Collaborate with FDLE ITS staff and law enforcement stakeholders throughout the SDLC.
Support deployment, implementation planning, and knowledge transfer to maintenance teams.
Ensure adherence to FDLE project control processes, change control, and LBR scope.
Experience supporting government, law enforcement, or public safety IT systems.
Master's degree in Computer Science, Business Administration, or a related field.
Experience contributing to system security plans and operations & maintenance documentation.
Proven experience leading and delivering large-scale enterprise application modernization efforts.
Strong ownership mindset with the ability to drive technical solutions end to end.
Ability to design, implement, and support complex, mission-critical systems.
