United States Ambassador to Ecuador at United States Department of State (2024-01 – 2025-12)

Presidentially nominated and U.S. Senate confirmed as one of the rare USAID career diplomats to rise to the rank of U.S. Ambassador. Led the full U.S. diplomatic mission in Ecuador during a historic transnational security crisis, serving as Chief of Mission for more than 15 agencies and 530 personnel across Embassy Quito and Consulate Guayaquil, directing operations valued at more than $188 million.

• Advanced a comprehensive security and governance response linking border integrity, judicial protection, anti-corruption, business confidence, youth risk, civil society strength, and public trust.
• Strengthened bilateral cooperation through ambassadorial presence, operational discipline, and community engagement during a period when democratic institutions and public confidence faced intense pressure.

Senior Foreign Service Executive and Mission Director at USAID (2000-01 – 2024-12)

Led major USAID missions in Zimbabwe, the Dominican Republic, and Nicaragua, directing complex portfolios across public health, food security, humanitarian assistance, democracy and governance, economic growth, citizen security, resilience, and institutional capacity worth over $600M+ in program portfolios and more than $2.5B in operational resources.

• Protected life-sustaining systems in Zimbabwe during hyperinflation, COVID-19 disruption, political hostility, and severe operational strain by strengthening financial controls, protecting local staff, preserving field presence, and keeping critical delivery platforms functioning.
• Integrated diplomacy and development in the Dominican Republic by serving as USAID Mission Director and Deputy Chief of Mission, aligning embassy leadership, technical teams, security partners, municipalities, and development investments around governance, citizen security, anti-corruption, and local capacity outcomes.
• Preserved civic resilience in Nicaragua by protecting local organizations, adapting funding approaches, and sustaining democratic governance work in a politically restricted environment.

• Directed international maternal and child health frameworks to expand access to localized clinical interventions.
• Translated technical expertise into deployable health systems approaches for lower-resource settings.
