I am a National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, and Clean Water Act practitioner. As Subject Matter Expert, provided guidance to land managers for complex and legally challenging project undertakings, audited existing environmental compliance programmatic documents to ensure due diligence and legal sufficiency with all applicable regulatory programs across the Federal and State agencies. Negotiated cooperating agreements for Interagency One Federal Decision projects. Reviewed project proposals, identified and determined the need for USACE Clean Water Act permits, consultations under Endangered Species Act, National Historic Preservation Act, Indian Self Determination and Education Act, etc.
Federal Contracting: identified data gaps and need for surveys or assessments including delineation of wetlands, identification of historic properties and other cultural resources such as archaeological sites or historic encampments and analyzed project areas for potential threatened and endangered species critical habitat.
