• Conduct analysis to identify the goods and services required by Department and Regions
• Conduct a total needs assessment to ensure that all procurement plans are aligned to the approved budget

• Input into specifications for projects as compiled by the users for market analysis (RFI) and benchmarking
• Administer Demand Management Plan and ensure that Business Units adheres to the plan
• Analyse, advice and verify development of demand management plan
• Facilitate, analyse, advice and verify consolidated CCMA Procurement Plan
• Consolidate demand management plans for Business Units into a Procurement Plan for the CCMA
• Coordinate and facilitate the approval of Procurement Plan
• Ensure that the approved Procurement Plan is submitted timely to the National Treasury
• Monitor and report on implementation of the Procurement plan on a monthly basis to Assistant Manager Acquisition Management

• Schedule and coordinate industrial briefings with suppliers, de-briefing unsuccessful suppliers

• Publication of received bids on all relevant platforms as prescribed by SCM prescripts
• Participate in the Bid Specifications and Bid Evaluation Committee to provide guidance on compliance matters
• Prepare scoring and input into the report for submission to the Bid Adjudication Committee
• Facilitate the price negotiations with the suppliers before
• Submitting relevant supporting documentation required for drafting of service level agreements
• Issue the award letter to the successful bidder and regret letters to unsuccessful bidders
• Receive requisitions from the end-users related to specific goods or services required
• Source quotes from suppliers on a rotational basis and provide the end users with received quotes for approval in line with their available budget
• Evaluate quotes to determine the most suitable service provider
• Prepare a report to recommend the preferred supplier for submission to the Assistant Manager Acquisition Manager for approval
• Obtaining and reviewing the necessary documentation and upload on ERP system for generating of the Purchase Order
• Send the Purchase Order to the supplier and copy end user, ensure the supplier has acknowledged the receipts of the Purchase Order and confirmed delivery
• Obtain continuous follow-ups with the end user on whether goods or services have been received and GRN on the system
• Ensure that payments of contract invoices are in line with the service level agreement and supporting documents are attached before processing
• File all RFQs in the project file for audit purposes
• Provide guidance to business units on Supply Chain Management practices, policies and procedures
• Ensure adherence to PPPFA, PFMA and other relevant regulations as issued by the National Treasury from time to time
• Input into the drafting of Supply Chain Management policies and procedures
• Provide advice on bid specifications and bid evaluations committees
• Maintain project files of all bid documentation for ease of retrieval for audit purposes
• Remind project owners to conduct performance evaluation with suppliers as per the service level agreement (SLA)
• Coordinate supplier evaluation performance at the regions with contract managers and ensure quarterly reports are submitted to the Supply Chain Manager Procurement Manager and when required facilitate corrective actions on supplier non-performance and escalate to the Legal Department
• Identify suppliers to meet the demand for goods and services and develop supplier skills and capacity to meet the requirements of the DHET

• Pro-actively analyse risks and opportunities within contracts
• Coordinate and facilitate negotiations regarding breach of contract once a breach has been reported to Legal and Supply Chain Management
• Maintain the manual and electronic filing system for all contracts
• Compile and generate reports and distribute to stakeholders
• Verify that all contract renewals are in line with National Treasury prescribed regulations
