SCM Practitioner (Risk, Compliance and Audit) at City of Johannesburg Municipality (2021-02 – Present)
Tasked in actively supporting and advising the Manager and Deputy Director Risk, Compliance and Audit (Supply Chain Management) in meeting the strategic objectives and goals of the Finance department through understanding, developing, managing and control all facets of contract formation, Risk mitigation and controls, compliance with the regulations, administration and provide technical guidance and oversight of the procurement function to all levels of staff and management for City of Johannesburg Municipality.
- Coordinating all risk management activities.
- Knowledge of collating and consolidating risk management reports.
- Conducting risk awareness campaigns within the department and end users.
- Maintaining accurate documentation and audit trails to support transparency, accountability, and effective governance.
- Knowledge of compiling and consolidating and maintaining the institutional risk.
- Supporting internal and external audits by providing evidence of compliance, monitoring reports, and performance evaluations.

- Strengthening internal controls to prevent irregularities, fraud, or non-compliance in the supply chain process.
- Quarterly reporting to National Treasury on all awards relating to all awards made by the Municipality, expenditure, reporting to National Treasury on compliance and regulations followed when procuring using the Muni system.
- Leading, mentoring, and empowering admin assistants and interns within SCM unit, to ensure we achieve the best result and positive work environment.
Officer: Contracts Management and Administration at City of Johannesburg Metropolitan Municipality (2017-11 – 2021-02)
Reporting directly to the Assistant Director: Contracts and Administration.
- Liaising with departments and gathering performance information and facilitating meeting with the User and the service provider where there might be dissatisfaction. Assisting in the Acquisition planning process with various CoJ departments.
- Assisting User departments with drafting of specifications.
- Facilitating Bid Specification and Evaluation Committee meeting and providing advice with reference to legislation and SCM prescripts.
- Assist the Manager: Demand Management Processes, in the execution of strategies for the promotion of the transformation agenda (BBBEE, SMME, Local content, Black equity/ownership, industrialisation/manufacturing skills development, black youth, people living with disabilities, and black women) to develop the indigenous sector.
- Communicate and upskill line management on the execution of the Procurement Plan.
- Prepare templates required for the implementation of the Procurement Plan.
- Implementing and executing the acquisition process in line with the approved Procurement Plan and Budget.
- Observing internal controls relating to SOP's, process flows and system requirements.
- Reporting on acquisition process to all required committees and related stakeholders.
- Ensuring proper functioning of bid committees as per procurement plan.
- Drafting of deviations and variations in line with SCM Policy

- Compiling and Verification of tender documents.
- Oversee the effective running of the contracts management unit, ensuring that the legal contracts are vetted, aligned to the TOR, in compliance with laws and regulations.
- Updating of Contracts Register with new contracts, and all expenditure and contract management considerations.
- Providing support to the contract management process and giving guidance where required.
- Compiling quarterly contract expenditure reports to be presented at Sub Mayoral Committee meetings.
- Assisting in quarterly reports to be presented to the MMC of Finance.
- Contracts and performance monitoring through implementing requirements of the SLA.

Graduate Trainee: National Treasury MFMA Programme at City of Johannesburg Metropolitan Municipality (2014-11 – 2017-11)
The purpose of this graduate programme by the National Treasury was to capacitate Supply Chain departments in Local government with graduates who were fresh from varsity and upskill them, with a view of absorbing then into the system after completing the programme. My experience during this period encompassed rotating to all subunits of Supply Chain in order to get an understanding of the whole chain in its entirety. It was a fruitful period as I was exposed to all elements of Supply Chain Management Unit.
