After graduating from the Royal Military College of Canada, Jeff served in the Royal Canadian Navy as a marine systems engineer officer, then as an engineer in industry before he embarked on a consulting career. He applies his Black Belt Six Sigma certification to every assignment he undertakes to maximize the value Jeff delivers in complex projects.
Jeff consults in a variety of industries, including the Canadian government and the health sciences sectors. He has led defence proposals for over twenty years, and provides business development, competitive assessments, bid evaluation, and cost modeling to Canadian Defence customers.

As the Principal Director and Senior Project Manager at T.J. Kearns Consulting Inc., Jeff specializes in engineering, project management, and Lean Six Sigma services. He is recognized as an innovation thought leader and critical thinker, with expertise in cost modeling and life cycle costing of major capital programs.
Jeff graduated from the Royal Military College of Canada and served in the Royal Canadian Navy as a marine systems engineer officer. He then transitioned to industry before embarking on a consulting career. Jeff has consulted across various sectors, including government and health sciences, and has led defense proposals for over two decades, providing business development, competitive assessments, bid evaluation, and cost modeling.
His recent roles include managing major capital proposals, presenting webinars, and authoring white papers for multinational corporations. Jeff has also served in senior project management roles for organizations such as Employment and Social Development Canada (ESDC), the Department of National Defence (DND), and the National Research Council (NRC).

Director of Engineering Support Services and Senior Project Manager at BMT Fleet Technology Ltd.: Jeff managed naval shipbuilding projects, ensured the disciplined application of project management processes, and contributed strategically to the company’s direction.
Business Development Manager at Offshore Systems Ltd.: Jeff developed and marketed integrated bridge and navigation systems, managed proposals, and restored relationships with key clients, leading to long-term profitability.
Manager of Maritime Systems Engineering at Valcom Consulting Group Inc.: Jeff managed over 50 consultants, developed business opportunities, and contributed to a record financial year for the company.
Manager of Design & Project Management Office at MDS Nordion: Jeff established project management best practices, led a Lean Six Sigma program implementation, and optimized company processes, resulting in significant cost savings and efficiency improvements.
Director of Engineering at Xebec Inc.: Jeff led the design and manufacturing of compressed air and natural gas purification systems, implemented project management methodologies, and returned the company to financial profitability through innovation and cost reduction efforts.
Senior Proposals Engineer at L-3 Communications MAPPS: Jeff managed winning proposals for integrated platform management systems, bridge electronics, and navigation systems for naval and commercial vessels worldwide.
Jeff's professional journey began in the Royal Canadian Navy, where he served as a Senior Marine Systems Engineer, gaining extensive project management experience. His academic background includes a Bachelor of Engineering (Mechanical) from the Royal Military College of Canada and various certifications in cybersecurity, project management, and Lean Six Sigma.
Jeff is a member of several professional associations, including the Project Management Institute and Professional Engineers Ontario. He has also served as President and Board Director of the Royal Military Colleges Club of Canada, where he led strategic initiatives and restructured the club’s business model.
