Licensed adult educator (CA/UK), published academic, Assistant Professor History and Politics, and recently contracted as the External Advisor, National Advisory Committee on Ethics (NACE) Correctional Services-Canada, Senior Strategist to the CAF Chief of Professional Conduct and Culture (CPCC), Special Ethics Adviser to ADM (RS) and Chief instructor for the DND Defence Ethics Program (DEP). Additional DND/CAF teaching and curriculum design contracts include Senior Directing Staff, Canadian Forces College (CFC) Toronto, and Assistant Professor - Royal Military College of Canada (RMC) Professional Military Leadership and Ethics (PSE-402). I hold a Level II: Secret Security Classification (CISD).
Contracted over a 10-year period as the Army Ethics Officer: Army Ethics Programme (AEP) designer and Chief Instructor in concert with being the executive ethics advisor to five (L1/EX-5) Commanders of the Canadian Army. Doctoral level researcher, strategic analyst, and Ethics Compliance Officers Association (ECOA) competencies in corporate governance, whistleblowing programs, and anti-corruption initiatives; specifically: Section 406 Sarbanes-Oxley, Federal Sentencing Guidelines, Section 922 Dodd-Frank/SEC Whistleblower Program, the Foreign Corrupt Practices Act (FCPA), the UK Bribery Act, and the Canadian Corruption of Foreign Public Officials Act (CFPOA). Similarly, within the Treasury Board of Canada: Public Service Disclosure Protection Act (PSDPA) and the Federal Accountability Act.
I am the author of the seminal work: Duty with Discernment: CCA Guidance on Ethics in Operations and I have also served as an international conference presenter, official spokesman for the Department of National Defence on the world stage, and as a keynote briefer resource to diverse executive target audiences. Consequently, as Mr. Greg Jarvis, Chief of Review Services, reflected on my corporate competencies: “Dr. Walker has made innumerable and important advances, to where the Army Model continues to be recognized as the preeminent "ethics flagship" in both the Department and Canadian Forces.”
