Jodel Pierre

Senior executive with nearly 20 years of experience leading institutional strategy, resource mobilization, and multi-country programs across Africa, the Caribbean, and Latin America. I currently serve as Director of Strategy at Novatis International, advising the CEO and Board on institutional expansion across seven countries. I have led the establishment of organizational operations from the ground up in five countries, including legal registration, governance, and financial systems.

Throughout my career, I have mobilized more than USD 200 million from institutional, multilateral, and philanthropic sources and built relationships with more than 120 civil society organizations, governments, and bilateral and multilateral agencies. I have maintained a strong record of full donor compliance and consecutive clean audits across four different portfolios.

• Serve as senior strategic and operational lead across 7 countries, owning market entry, registration, stakeholder mapping, and partnership strategy end-to-end.
• Negotiate and close MOUs and partnership agreements with 120+ CSOs, NGOs, governments, and private-sector actors, and represent the organization directly in high-level policy dialogues.
• Design and deliver capacity assessments and technical assistance across governance, finance, compliance, and safeguarding, tailoring the level of oversight to each partner's risk profile
• Lead, mentor, and drive recruitment for a multidisciplinary, globally distributed team of 40 consultants across 7 countries, ensuring compliance with organizational policy, national law, and donor regulation simultaneously.

Country Director, Ghana, Togo, and Benin — Mercy Ships International

Accra, Ghana | November 2023 – September 2025

• Built an entire operating platform from zero across 3 countries — legal registration, tax exemption, ministerial protocol, budgeting, HR, procurement, and compliance.
• Recruited and led a distributed leadership team (3 Operations Directors, 3 Program Managers, 3 Country Liaisons) plus medical and administrative staff, driving day-to-day accountability across a multi-country structure.
• Held primary relationship ownership with Ministries of Health, WHO, Operation Smile, and institutional donors
• Reported directly to the Executive Leadership Team on country performance, risk, and execution, translating field realities into the kind of decision-ready briefings a Board expects from its chief executive.

Program Manager / Interim Country Representative — HarvestPlus / CGIAR

Democratic Republic of Congo | July 2021 – November 2023

• Owned a USD 18M multi-donor portfolio, World Bank, USAID, FCDO, and Global Affairs Canada, including a USD 12M World Bank technical-assistance project spanning 10+ government institutions, the scale of institutional fundraising relationship TLYCS's growth agenda depends on.
• Designed disbursement mechanisms, MOUs, and verification systems that released funds to government partners in 3–7 days while sustaining 100% donor compliance and zero ineligible expenditures.
• Prepared quarterly technical and financial reporting to the World Bank and national audit bodies, delivering consecutive clean audits and 98% workplan execution.
• Trained and onboarded 450+ government officials and partners across 4 countries, building the operational readiness of newly engaged institutions from onboarding through scale-up.

Country Director, Member of Regional Management Team — Hunger Relief International

Haiti and Guatemala | December 2016 – June 2021

• Built and scaled operations in two countries from legal registration through a USD 1M+ annual portfolio, leading teams of 5–30+ staff and the full-cycle organizational ownership at growing scale.
• Segmented and managed an ecosystem of 27 local partner organizations by capacity, compliance risk, and program maturity, tailoring micro-grants and oversight to each tier, a donor-facing, evidence-based resource-allocation model.
